conditional use permit. The existing B-lA areas are
occupied by businesses and the plan suggests keeping them that say. •
The residential option complicates this.
+~ B-3 - neighborhood retail to replace the E-B and B-2-
in the Hamline area is useful. It will clearly
differentiate between these neighborhood uses and the larger
commercial center a Larpenteur and Snelling. It will also clear up
this unusual E-B zone. It will give the city an opportunity to create
a zone with compatible business uses, perhaps most of them requiring
conditional use permits for better control adjacent to the residential
community.
* Central Business District from B-2 - Again useful to
designate the significance of this area. It will also
provide an opportunity to review the list of allowed
business uses in this zone.
* Public district zoning for parks and public lands without
dual zoning. This is useful to cover the public/institutional
land. If the land becomes available for development, the comprehensive
plan will identify the general use proposed for the property.
The timing of the development will somewhat affect its actual use due
to market conditions.
* Parks and open space is best zoned as parks and open space.

~_J
