f <br />COMMUNITY FACILITIES AND SERVICES ELEMENT <br />• PARKS AND TRAILS <br />With the exception of trails, the City's 1989 Comprehensive Park and <br />Recreation Plan is herewith adopted by reference as an element of the <br />City's Comprehensive plan. The revised trail system plan is included as <br />part of the major street plan. <br />Parks and Trails Objective <br />1. To develop a park system to serve both neighborhood and community <br />needs. <br />2. To provide adequate active and passive recreation programs and <br />facilities for community residents. <br />3. To provide an interconnected park and open space system that <br />provides pedestrian and bicycle linkages throughout _-the City. <br />Parks and Trails Policies <br />• 1. Upgrade and improve existing parks. <br />2. Offer park/recreation programs to residents that complement <br />recreation programs available from surrounding cities and the school <br />district, and duplicate programs only when necessary. <br />3. Cooperate with the University of Minnesota and the State Fairgrounds <br />in shared use of recreation and open space lands. <br />4. Acquire additional park land through the City's land acquisition and <br />park dedication program if the University of Minnesota's agricultural <br />land north of Larpenteur Avenue along Fairview is sold and developed <br />for residential use. <br />5. Build trails as an integral part of the upgrading of collector and <br />arterial streets identified on the transportation plan except along <br />Snelling Avenue. <br />Falcon Heights Comprehensive Plan Draft Page 37 <br />
