IMPLEMENTATION ELEMENT <br />• ZONING AND SUBDIVISION ORDINANCES <br />These ordinances will not require significant revision. While there may be <br />a need to correct current deficiencies, the primary effort should be to bring <br />the ordinances into conformance with the Comprehensive Plan. At a <br />minimum, the following ordinance amendments will be required: <br />1. Amalgamate the B-1 and B-lA Districts into a single district. <br />2. Eliminate the E-B District. <br />3. Create a B-3 Neighborhood Shopping District and rezone the B-2 and <br />E-B Districts along Hamline Avenue to B-3. <br />4. Change the name of the B-2 District to Central Business District. <br />5. Develop purpose statements for all districts. -- <br />6. Require spacing of group homes. <br />• 7. Create an LRT Overlay District which serves as a holding zone but <br />establishes development performance criteria, protects lands from <br />inappropriate low intensity developments and provides incentives or <br />bonus' for uses which will foster public transit ridership. <br />8. Revise the Zoning Map to reflect new districts. <br />9. Create an exclusively public district to be applied to all <br />public/institutional lands and eliminate dual zoning (P-1/R-1). <br />10. Identify and record legal nonconforming uses. <br />11. Require lot size conformance for lot divisions/subdivisions. <br />12. Develop a signage plan for retail developments in particular and draft <br />a new sign ordinance which will bring signs into compliance with the <br />Plan. <br />• Falcon Heights Comprehensive Plan Draft Page 46 <br />
