Y <br />• The southeast quadrant is the primary candidate for redevelopment since <br />it exhibits substantial commercial blight. It will be planned and phased to <br />achieve high densities and interface with the future LRT station proposed <br />to be located west of Snelling Avenue. <br />Actions that will be initiated include the following: <br />Redevelopment Project <br />• Identification of a developer for the southeast quadrant. <br />• Formulation by the developer of a specific project plan with phasing. <br />• Establishment of project feasibility (City). . <br />• Creation of a new TIF District and updating of redevelopment plans by <br />the City. <br />Rehabilitation Project <br />• Formulation by the City of a master site plan for the northwest <br />quadrant. <br />• Solicitation of support from owners. <br />• Establishment of project feasibility and cost sharing. <br />• Creation/updating of Development District/TIF plans by the City. <br />SANITARY SEWERS <br />The City contributes only one-third of the total wastewater flow to the <br />sanitary sewer system with the University and State Fairgrounds <br />accounting for all of the remainder. The State Fairgrounds are served by a <br />combined storm and sanitary system which causes the City's wastewater <br />flow allocation to be exceeded. The City recognizes the need to reduce the <br />volume of storm water inflow and infiltration to the sanitary sewer system <br />and will continue to monitor and correct sewer and manhole deficiencies <br />and reconstruct those parts of the system that coincide- with City street <br />improvements. The City will also evaluate the potential to terminate the <br />pumping of storm water from basement sumps directly into the sanitary <br />• sewer system. <br />Falcon Heights Comprehensive Plan Draft Page 48 <br />
