S
• LIGHT RAIL TRANSIT
As a Group C Corridor, LRT is not expected to reach Falcon Heights for up to
20 years. The City will be involved at each stage in the Regional Transit
Board's Five Stage planning process but the clock has yet to start. The
process is as follows:
Phase I ................................Land Use Evaluation/EIS
Phase II ..............................Station Area Land Use Planning/
Preliminary Engineering
Phase III ............................Detailed Station Area Land Use Planning/
Final Engineering
Phase IV .............................Station Area Construction
Phase V ...............................Station Area Development..
The City will expect to play an active role at each state in the process with
the Ramsey County Regional Rail Authority. Primary responsibilities will
include Station Area land use or redevelopment planning in Phase II,
preparing an implemementation plan in Phase III and defining a
development strategy in Phase IV. The Phase II Implementation Plan will
• include the preparation of a CIP, property acquisition and station financial
plans.
Once an alignment has been established, the City will consider the use of
official mapping to protect the LRT station and alignment from
development encroachments.

Falcon Heights Comprehensive Plan Draft Page 49
