S <br />• LIGHT RAIL TRANSIT <br />As a Group C Corridor, LRT is not expected to reach Falcon Heights for up to <br />20 years. The City will be involved at each stage in the Regional Transit <br />Board's Five Stage planning process but the clock has yet to start. The <br />process is as follows: <br />Phase I ................................Land Use Evaluation/EIS <br />Phase II ..............................Station Area Land Use Planning/ <br />Preliminary Engineering <br />Phase III ............................Detailed Station Area Land Use Planning/ <br />Final Engineering <br />Phase IV .............................Station Area Construction <br />Phase V ...............................Station Area Development.. <br />The City will expect to play an active role at each state in the process with <br />the Ramsey County Regional Rail Authority. Primary responsibilities will <br />include Station Area land use or redevelopment planning in Phase II, <br />preparing an implemementation plan in Phase III and defining a <br />development strategy in Phase IV. The Phase II Implementation Plan will <br />• include the preparation of a CIP, property acquisition and station financial <br />plans. <br />Once an alignment has been established, the City will consider the use of <br />official mapping to protect the LRT station and alignment from <br />development encroachments. <br /> <br />Falcon Heights Comprehensive Plan Draft Page 49 <br />
