Controlling parking and <br />• exiting in the rear of Northome and Bullseye Center is more <br />difficult as is limiting driving on adjacent residential <br />streets (Arona and Crawford). <br />Some cities set a minimum distance for these uses from <br />residential zones to reduce the impact on <br />neighborhoods. (e.g. Roseville is proposing 1,000 feet.) <br />Given the close proximity of commercial and residential uses <br />in Falcon Heights, it would be nearly impossible to do this <br />since some parking activity associated with the business <br />would be adjacent to an R zone in any location. <br />ANSWERS: <br />If the answer to both questions is "yes", the use is <br />desirable and there are appropriate places for the use within <br />the City, then the uses should remain in the code. If the <br />answer is any combination of "yes" and "no", the uses should <br />be removed from the code either because they are undesirable <br />due to security problems and/or there are no appropriate <br />sites for these businesses in the City. <br />COMMISSION ALTERNATIVES <br />The Planning Commission may consider: <br />• 1. Removing one or both of the uses from the zoning code. <br />9-10.01(2)(p) - billiard/pool hall <br />9-10.01(2)(q) - game arcade <br />2. Making no changes, but requiring more stringent site <br />appropriateness and security measures as part of a <br />conditional use permit application as long as the <br />requirements do not preclude the business from all B-2 <br />sites in the City. If more stringent site <br />appropriateness is desirable, this could be specified in <br />the code or done on a case-by-case basis. <br />3. Adding security and site conditions to the annual <br />municipal licensing procedure for pool and game arcades. <br />Unlike conditional use permits, these requirements go <br />specifically with the business, not the land. However, <br />in a City this size this may be adding a redundant layer <br />of controls. <br />• <br />3 <br />
