Meeting Date 12 17 9
Agenda Item E-
Attachment 1
• MEMO
DATE: 12/10/90
TO: Planning Commission
FROM: Susan Hoyt, City Planner
RE: Review of two businesses with conditional use permits and
one "no parking between signs" designation
1. J.J.'s POOL AND GAME ARCADE - Northome Center, 1544 W.
Larpenteur
a. Com laints. This summer, one complaint from an adjacent
proffer y owner was received regarding the driving of
vehicles around the back parking lot between 11 p.m. and
midnight. I spoke with the business owner and he met
with the resident to discuss the problem. She indicated
that the owner was courteous and the situation improved
after their conversation.
b. Police Re ort. (Attachment 2) Fifteen police calls
re a e o is property. Nine of the fifteen were
related to assaults or fights. This is atypical for
other businesses in the City. Deputy Chief Alleva said
• that increasing the interior security and the parking
lot security with possible increased staffing might
help.
c. Conditions. (Attachment 3) From conversations with the
i y orney, it appears the City cannot change the
conditions of the conditional use permit once it is
approved or businesses would be constantly required to
meet new conditions after they opened. However, the
City can enforce the conditions. The following
conditions require attention:
(1) Condition #2 regarding use of the back parking lot
(2) Condition #3 regarding the back door exit
An automatic lock for emergency exit only might be
required to enforce this condition.
(3) Condition #6 posting of "no loitering" signs on
exterior of property
(4) Condition #8 interior security might be improved
with recommendations from police.
(5) Condition #9 regarding expulsion of persons and
controlling disorderly conduct in the parking lot
1
•
