• <br />d. Recommendation. The police report identifies a security <br />pro em a 's. The lack of residents complaints <br />suggests that the security problem is confined to the <br />parking lot and premises rather than affecting the <br />surrounding residential neighborhoods. The conditional <br />use permit provides the City leverage for enforcing <br />security measures. The most effective way to carry out <br />the enforcement of these conditions is for the City <br />staff, including police personnel, to meet with the <br />business owners to discuss ways to increase security. <br />This will require touring the premises with police <br />personnel and the fire marshal. To date, the owners <br />have demonstrated a willingness to work with the City. <br />By beginning in a cooperative rather than heavy-handed <br />spirit, the business and City may achieve the best <br />results. <br />2. COIFFURE DU CHIEN PET GROOMING AND LIMITED BOARDING - 1660 <br />Snelling Avenue, North <br />a. Com laints. One complaint was received prior to the <br />opening o this establishment. The complaint came from <br />another dog groomer outside the City. She stated her <br />concern over the owner's "professionalism". She was <br />told that the City cannot control for good business <br />• practices, but did put conditions regarding the size of <br />the operation on the property and conformance to state <br />statutes. The caller was relieved to hear this. <br />(Attachment 4) <br />b. Police reports. None <br />c. Recommendation. None <br />3. "NO PARKING BETWEEN SIGNS" DESIGNATION ON EITHER SIDE OF THE <br />ALLEY ON ARONA BETWEEN CALIFORNIA AND LARPENTEUR <br />a. Back round. (See attachment 5) The Planning <br />ommission recommended, and the City Council approved, <br />the placement of "no harking between signs" on either <br />side of the alley to increase safety for alley use and <br />for the residents of 1513 California as they exit their <br />driveway. The resident of 1513 California originally <br />requested a "No Parking" designation for the entire half <br />block alongside her house because residents of the <br />apartment building to the north park there. <br />Commissioners recommended the alley posting rather than <br />the half-block posting because there was a concern that <br />residents would park in the Northome lot, and possibly <br />add to the problems there. (Coincidentally, it is the <br />resident of 1513 California who complained about the <br />parking lot activity from J.J.'s.) <br />• <br />
