MINUTES <br />NOVEMBER 28, 1990 <br />PAGE 3 <br />• <br />ADOPTION OF THE 1991 BUDGET - RESOLUTION R-90-44 <br />Ciernia moved adoption of Resolution R-90-44 adopting the 1991 <br />Budget as presented. Motion carried unanimously. <br />RESOLUTION R-90-44 <br />A RESOLUTION ADOPTING THE 1991 BUDGET AND CERTIFYING <br />THE 1991 TAX LEVY - - <br />ADOPTION OF ORDINANCE 0-90-9 AUTHORIZING COLLECTION OF A FEE FOR <br />COLLECTION OF SOLID WASTE <br />Baldwin explained that Council had previously decided to bill <br />residents directly on the utility bills for recycling services <br />rather than going through Ramsey County, and must now adopt an <br />Ordinance to implement the process. The recycling portion of <br />the solid waste fee presently being charged on the tax statement <br />will be removed as of January 1, 1990 Jacobs then moved <br />adoption of Ordinance 0-90-9 which carried unanimously. <br />ORDINANCE 0-90-9 <br />AN ORDINANCE AMENDING CHAPTER 5, PART 14 OF THE CODE OF <br />THE CITY OF FALCON HEIGHTS AND AUTHORIZING THE COLLECTION <br />OF A FEE FOR SOLID WASTE <br />• <br />ADOPTION OF RESOLUTION R-90-45 ESTABLISHING FEES FOR COLLECTION <br />OF RECYCLABLES <br />Council briefly discussed the proposed resolution which will <br />provide for a fee to cover the cost of collection of recyclables <br />from all households within the City. Gehrz moved adoption of <br />Resolution R-90-45 which carried unanimously. <br />RESOLUTION R-90-45 <br />A RESOLUTION ESTABLISHING FEES FOR COLLECTION OF <br />RECYCLABLE SOLID WASTE AND INCORPORATING SUCH FEES <br />INTO SECTION 5-14.07 (UTILITY FEES) OF THE CITY CODE <br />• <br />Council disccused the possibility of adding commercial <br />businesses to the recycling program and made some suggestions <br />for items to be included in the Request for Proposals for <br />recycling services. <br />SEWER TELEVISING/CLEANING TO BE INCLUDED IN 1991 STREET <br />IMPROVEMENT PROJECT <br />Baldwin presented quotes for televising and televising/cleaning <br />of the sanitary sewers in the street construction areas. Jacobs <br />moved that the contract be awarded to VISU-CLEAN for televising <br />and cleaning the sewers at a cost of $3,225.00. Motion carried <br />unanimously. <br />
