REPORT ON COMMUNITY LAND USE PLANNING FORUMS HELD SEPTEMBER 17 <br />AND 24, 1990. <br />City Planner Hoyt reported the two planning forums held to <br />discuss future community land use in Falcon Heights were very <br />successful with 79 people attending both sessions. Catalogued <br />responses to various topics were reviewed. The responses will be <br />used in preparing the goals for the comprehensive plan. <br />A special meeting of the planning commission will be held on <br />Monday, November 12 at 7 p.m. to review the city's goals, concept <br />plan and policies with consultant Fred Hoisington. A community <br />wide meeting was tentatively scheduled for Tuesday, November 13 <br />or Thursday, November 15 to review this material with community <br />people. <br />ACTION ON THE CITY PARKING POLICY <br />The commission reviewed a letter from Falcon Heights City <br />Attorney, Thomas Gedde, in which he explains that the city may <br />move ahead with the residential permit parking policy and action, <br />if a public purpose is clearly identified. The planning <br />commission recommended the parking policy be accepted. It will <br />be reformatted and taken to the Council on November 28. <br />REPORT ON THE CITY OF FALCON HEIGHTS' 1991 CAPITAL IMPROVEMENTS <br />PROGRAM (CIP). <br />Tom Kelly, City Accountant, explained the 1991-1995 Capital <br />Improvement Fund Budget/Needs. He walked through the capital <br />budget needs for individual departments for 1991 and fielded <br />questions regarding individual figures and the five year budget <br />plan. A motion was made for approval of the CIP. It was <br />unanimously accepted. The entire budget will be discussed at the <br />City Council meeting on November 28. <br />PROPOSED ADDITION TO THE ZONING CODE GOVERNING GARAGE AND <br />BOUTIQUE SALES IN RESIDENTIAL ZONES. <br />Planner Hoyt addressed an addition to the zoning code governing <br />the number of garage and boutique sales per year in an R-1 zone. <br />The commission was asked to discuss and comment on the following <br />proposed legislation: <br />9-4.01 Subdivision 3 Permitted Accessory Uses <br />(1) Garage and residential <br />each calendar year per <br />consecutive days or two <br />boutique sales limited to one sale <br />residential unit, not to exceed ten <br />consecutive weekends. <br />9-4.02 Rules and Definitions <br />132 Sale - Garage <br />A garage sale is a sale of used household and personal items <br />conducted on residential premises, where the property sold <br />consists of items owned by the occupant or the premises at <br />• <br />•i <br />2 <br />
