y1INUTES <br />~~ FEBRUARY 24, 1990 <br />PAGE 3 <br />request from James Kett~ler, Proprietor, and Dennis Hunt, <br />• Property Owner, for operation of an Off-Sale Liquor Store, was <br />held by the Planning Commission on February 5, 1990 and that the <br />Commission unanimously recommended approval with three <br />conditions. Following a brief discussion, Gehrz moved adoption <br />j,~ of Resolution R-90-10 with conditions as recommended by the <br />~` Planning Commission. Motion carried unanimously. <br />U`~ ~! RESOLUTION R-90-10 <br />~~ <br />A RESOLUTION GRANTING A CONDITIONAL USE PERMIT FOR <br />OPERATIOld OF AN OFF-SALE LIQUOR STORE AT 1559 WEST <br />LARPENTEUR IN A B-2 DISTRICT <br />APPROVAL OF CITY INVESTMENT POLICY <br />City Accountant, Tom Kelly, presented for Council's <br />consideration a proposed Investment Policy which had been <br />discussed at a Council Woreshop held June 14, 1989. Following a <br />brief discussion, Wallin moved ti'1at the Investment Policy be <br />adopted as presented. Motion carried unanimously. <br />APPROVAL OF CITY TRAVEL POLICY <br />.Council discussed and amended the proposed travel policy after <br />which Gehrz moved adoption of the policy with the stipulation <br />• that supervisors be responsible for explaining the policy to <br />employees prior to approval of a trip. Motion carried <br />unanimously. <br />ETHICS POLICY FOR PUBLIC OFFICIALS TO BE REDRAFTED <br />Council thoroughly discussed the proposed Ethics Policy, made a <br />number of changes, and requested the document be redrafted for <br />consideration at a later meeting. <br />REVISIONS TO PERSONNEL COMPENSATION PROGRAM APPROVED <br />Wiesner presented and explained the proposed revisions, after <br />which Ciernia moved adoption of the revised Personnel <br />Compensation Program. Motion carried unanimously. <br />UPDATE ON MAYORS COMMISSION AGAINST DRUGS AND CELEBRATE <br />DRUG-FREE COMMUNITIES COMMITTEE <br />Gehrz explained that an alliance of communities (Falcon Heights, <br />Roseville, Little Canada and Sc:7ooi District 623) has been <br />formed to increase community awareness of what is needed and <br />what can be done to help in the area of drug/alcohol abuse. She <br />also presented a schedule of upcoming events and requested <br />volunteers to assist in tn.is area. Baldwin addressed the fact <br />that staff involvement W111 be required, and felt that since our <br />• City's staff is small with limited time, involvement in this <br />area could be a problem. At the next meeting of the Commission, <br />Baldwin will approach possible hiring of temporary part time <br />clerical help to be funded by the participating communities. <br />
