THE NUISANCE ORDINANCE MUST BE CHANG: <br />a. Allow for the composting of yard <br />collected by refuse haulers in 1990. <br />of yard wastes and to <br />City of Falcon Heights, <br />are proposed. <br />~D T0: <br />wastes that will not be <br />b. Not allow composting of materials that carry strong <br />• odors and/or attract rodents, such as kitchen wastes and <br />manure. <br />c. Provide maintenance standards for residential compost. <br />d. Not change other aspects of the Nuisance Code on odor so <br />this can be enforced if a bad odor arises. <br />e. Proposed change: <br />1) 8-1.01 <br />Subdivision 2. Junk, Trash, Rubbish and Refuse. In any <br />-------------- -------------------------------- <br />area within the City the storage or accumulation of junk, <br />trash, rubbish or refuse of any kind, except refuse stored <br />in such a manner as not to create a nuisance for a period <br />not to exceed thirty (30) days is illegal. The term "junk" <br />shall include parts of machinery or motor vehicles, unused <br />stoves or other appliances stored in the open, remnants of <br />wood, decayed, weathered or broken construction materials no <br />longer suitable for safe, approved building materials, metal <br />or any other material or cast off material of any kind <br />whether or not the same could be put to any reasonable <br />use. The exception to this is the storage of leaves, grass <br />------------------------------------------------------ <br />clippings and plant trimmings (not including fruits and <br />-------------------------------------------------------- <br />• v_eget_ables)_in accordance with sections 9-2_04_Subd._1(k)_ <br />and 9-4 01 Subd. 3(kj.
