The Ramsey Count}* Comprehensive Plan <br />was prepared to prepare for the County's <br />future and to fulfill statutory obligations. <br />The Plan was approved by the Metropolitan <br />Council in 2001 and adopted by the <br />Ramsey County Board of Commissioners <br />in December 2002. It addresses transit and <br />transportation, parks and recreation, solid <br />waste, Mississippi National River and <br />Recreation Area, and housing and economic <br />development issues. <br />With 511,000 people in only 155 square <br />miles, Ramsey County has the second <br />largest county population in Minnesota. <br />It is one of the most densely populated <br />counties in the country. <br />The County has a strong economic <br />base, with businesses employing 330,000 <br />employees. Population and employment <br />forecasts for the County suggest the County <br />will grow to 539,000 people and 370,000 <br />employees by 2010. <br /> <br />TENT, FAST, FLEXIBLE, AND ECONOMICAL <br />TRANSIT. The County will consider a <br />combination of transit modes including: <br />buses, light rail, commuter rail and bus <br />rapid transit, and will support along-term <br />transit funding source. The County will <br />also be a leader in reducing trsffic conges- <br />tion by encouraging telecommuting and <br />supporting parking policies that discourage <br />the use of single-occupant vehicles. <br />Linking transportation to land use plan- <br />ning will ensure development that is favor- <br />able to transit and the current road system. <br />The County will encourage compact <br />development that provides a mix of hous- <br />ing, jobs, and services. The County will <br />also encourage development that accom- <br />modates walking, biking, and transit use. <br />QUALITY OF LIFE FOR THE PEOPLE OF <br />RAMSEY COUNTY.
