THE COUNTY VISION: WASTE MANAGED <br />IN A MANNER THAT WILL NOT COMPRO- <br />MISE FUTURE GENERATIONS. The <br />County will develop an integrated waste <br />management system that will improve public <br />health and the environment and be in <br />accordance with the following hierarchy: <br />~ Encourage a variety of activities, includ- <br />ing the reuse of products, which reduce <br />the hazardous character of waste and the <br />volume of waste generated. <br />t+ Recycle 50% of the waste generated <br />with a focus on increasing recycling from <br />businesses. <br />~ Encourage the use of the region's three <br />waste-to-energy facilities and explore <br />other processing options. <br />® Rely on landfills to manage waste that <br />cannot be reduced, reused, recycled, or <br />processed. <br />THE COUNTY VISION: RIVERFRONT <br />PROPERTIES WILL EMBRACE THE <br />COMMUNITY'S GREATEST ASSET BY <br />enhancing the beauty of the river valley <br />and becoming a gateway to the Mississippi <br />River. The County owns and operates <br />several properties overlooking the <br />Mississippi River in downtown St. Paul. <br />The County is working with the commu- <br />nity to determine the best uses for these <br />properties and has established a number of <br />guiding principles for development and <br />redevelopment, including: <br />® Maintain quality of County services and <br />access to services. <br />® Assure fiscally responsible redevelopment. <br />The County also has park and open <br />space areas on the River, including bluff <br />areas with panoramic views, deep wooded <br />valleys, grasslands, and wetlands. <br /> <br />~ Emphasize increased reduction, reuse, <br />recycling, and processing of unique wastes. <br />Battle Creek Regional Park and <br />Fish Creek Protection Space provide recre- <br />ational and educational activities along <br />with natural preservation <br />activities. <br />THE COUNTY VISION - <br />FOR HOUSING: HOUSING THAT IS <br />AFFORDABLE, ADEQUATE, CONVENIENT, <br />accessible, environmentally safe, and in a <br />good state of repair will be available to <br />all citizens. The County will: <br />® Work with municipalities to identify <br />housing needs and to secure resources. <br />® Improve quality and energy efficiency <br />for suburban, owner-occupied housing. <br />~ Facilitate ownership for first-time buyers. <br />~ Invest in multifamily, rental housing <br />development and redevelopment. <br />FOR ECONOMIC DEVELOPMENT: AN <br />ECONOMY, BUILT ON RAMSEY COUNTY <br />STRENGTHS THAT ACHIEVES WORLD <br />class status.
