MEMORANDUM To: Members of the Planning Commission CC: Heather Worthington, City Administrator; Peter Lindstrom, Council Liaison From: Deb Jones, Staff Liaison Subject: Planning Commission Meeting on September 28 Date: September 24, 2004 The petition for permit parking on Lindig was submitted as we anticipated, so there will be a public hearing before the Planning Commission next Tuesday, September 28, at the usual time and place. We expect a good turnout. • This case is less problematic than last year's Garden Avenue petition. The number of cars is significantly higher than we had on Garden, and Lindig is a narrow, dead-end street. Staff members have been aware of the problem for several years, both from resident contact and from Staff observation of Lindig. Restricting the south end of the street to 2 hours, which the City did several years ago, resulted in the parking cluster moving north. We feel that would happen again if we extended the restricted area or made only part of Lindig a permit area. Staff's opinion is that the whole street should be treated equally, the same as we did on Tatum. One question we anticipate is, where will these vehicle owners park their cars if they can't use Lindig and Tatum? Will they move up to Garden again? That is possible; we'll have to monitor that. Maybe we could put flyers on the cars, letting people know about the credit union parking option. It seems to have worked on Garden. I've been keeping an eye on it, and the number of UM commuter cars parked up there seems to be down to three or less on any given day, usually one or none. At your last meeting several of you expressed a need for some training on evaluating variances - hardship vs. convenience and other issues. It's a great idea! I talked to Heather, and we're working on setting up a session for sometime early next year. We might bring someone here and offer it the opportunity to Roseville and Lauderdale to join us. Some Commissioners' terms are expiring, so it would be a good time to offer some training to new Commissioners and a review for everyone else. We'll keep you posted. If you are unable to attend Tuesday's meeting, please let Staff know as soon as possible. We need a quorum.
