,,~~ MEMORANDUM <br />Butler Square Building, Suite 710C, 100 North 6th Street, Minneapolis, MN 55403-1505 612.758.6700 612.758.6701 FAX <br />TO: Ms. Heather Worthington, Falcon Heights City Administrator <br />Falcon Heights Planning Commission <br />FROM: Dan Cornejo, SEH Director of Community Planning Services <br />DATE: March 8, 2003 <br />RE: Review of Planned Unit Development Final Plan for Falcon Heights Town Square <br />PURPOSE <br />The purpose of this report is to review the March 4, 2003, PUD Final Plan submittal by Sherman <br />Associates (in association with ESG Architects and Alliant Engineering) for Falcon Heights <br />Town Square, amixed-use development proposed to be located at SE corner of Snelling and <br />Larpenteur Avenues. <br />My comments will: (1) relate this latest submittal to the Development Concept/Urban Design <br />• Guidelines prepared by SEH at your direction in February, 2001, (2) provide specific comments <br />on each of the submitted drawings, and (3) review the submittal with reference to the <br />requirements of the Falcon Heights City Code, Chapter 9 -Planning and Development, Part 16. <br />SUBMITTAL REQUIREMENTS <br />The March 4, 2003, submittal included all of the required drawings. There was no new written <br />narrative; therefore, for this review, I have used the narrative submitted in January, 2003. <br />ADHERENCE TO THE DEVELOPMENT CONCEPT/URBAN DESIGN GUIDELINES <br />As I indicated in my previous report on the Preliminary PUD General Plan, (dated January 29, <br />2003), this development proposal adheres strongly to the adopted Development Concept in terms <br />of the desired uses, development intensity, and parking. The finalized development program for <br />Falcon Heights Town Square continues to include a mix of uses, including retail, restaurant, <br />multifamily apartments, seniors housing, and townhomes. The development program includes: <br />^ 119 multifamily rental unit (with 173 underground parking spaces) <br />^ 12,000 square feet of retail/restaurant space <br />^ 56 seniors housing units (with 56 underground parking spaces) <br />^ 14 for-sale townhomes (with 28 tuck-under garage parking spaces and 28 surface spaces) <br />• 73 surface parking spaces, in a central courtyard, to be shared by all uses <br />^ Streetscape improvements <br />Short Elliott Hendrickson Inc. • Your Trusted Resource Equal Opportunity Employer <br />
