The mix of uses is ideally suited for the desired transit-oriented urban <br />redevelopment this location is most suited for. There is a strong~roject identity, with strong <br />building edges along Snelling, Larpenteur, and Arona, and a pleasant, pedestrian-oriented <br />courtyard that also serves to provide surface parking. The scale, massing, andproportion is bold <br />yet contextual, with multiple buildings, each having their own presence while complementing the <br />other buildings within the project and their off-site neighbors. The architectural design is <br />distinctive and urbane in terms of style, colors, and materials. Pedestrian interest and movement <br />is facilitated with the strong street level interest provided by the first-floor commercial facades <br />and the porches and plantings on the residential frontages. The project "scales down" along <br />Arona Street with the pitched-roof seniors building and townhomes providing alower-density, <br />more contextual transition to the adjacent single-family areas to the east and south. Parking is <br />provided, for the most part, under r~ with enough surface parking to accommodate visitors <br />and customers of the retail/restaurant portion of the development. In terms of public safety <br />issues, this latest submittal exhibits several revisions to address the few issues raised with the <br />previous submittal. Public safety considerations, especially for pedestrians, have been met. The <br />overall site design, and urban design, provides a sense of ownership and stewardship, with clear <br />• and safe pedestrian routes. <br />SPECIFIC COMMENTS ON SUBMITTAL DRAWINGS <br />Existing Conditions Site Survey (C-1) - No comments. <br />Phasing Plan (C-ZA) <br />Phase I: Construction of multi-family apartment and senior building to begin September, <br />2003. <br />Phase II: Construction of townhomes to begin Spring, 2004. <br />Site Plan (C-3) <br />^ Anew loading area has been provided. <br />Grading and Stormwater Management Plan - No comments <br />Utility Plan (C-S) <br />^ Revised plans indicate new lighting in the walkthrough area of the multi-family building, <br />in the "corridor" created by the south side of the multi-family building, the townhomes, <br />rock garden/detention pond area, and the south property line, and in the access corridor <br />
