~ MEMORANDUM <br />Butler Square Building, Suite 710C, 100 North 6th Street, Minneapolis, MN 55403-1505 612.758.6700 612.758.6701 FAX <br />TO: Ms. Heather Worthington, Falcon Heights City Administrator <br />FROM: Dan Cornejo, SEH Director of Community Planning Services <br />DATE: May 8, 2003 <br />RE: Site Plan Review of Dino's Gyros Restaurant Proposal (Snelling Avenue at <br />Crawford Street) <br />PURPOSE <br />The purpose of this report is to review the May 2, 2003 Site Plan submittal by the Cuningham <br />Group Architecture, P.A. and Alliant Engineering on behalf of Dino's Gyros Restaurant for a <br />new restaurant, with adrive-through window, and accessory off-street surface parking on a site <br />located at the SE corner of Snelling Avenue and Crawford Street. The site is currently <br />developed with an Embers Restaurant and surface parking. Deborah Jones, Zoning and Planning <br />Coordinator for Falcon Heights, contributed to this report. <br />• My review will focus primarily on the four areas of Falcon Heights City Code, Chapter 9 - <br />Planning and Development that apply to this site plan submittal: <br />^ PART 2: GENERAL PROVISIONS <br />^ PART 10: B-3 SNELLING/LARPENTEUR CO1~~Ilv1UNITY BUSINESS DISTRICT <br />^ PART 13: SPECIAL PROVISIONS <br />^ PART 14: DESIGN AND PERFORMANCE STANDARDS <br />PART 2: GENERAL PROVISIONS <br />9-2.05 Required Yards and Open Spaces <br />Subdivision 2 (d) requires that "In no event shall off street parking, structures of any type, <br />buildings, or other improvements cover more than seventy-five percent (75%) of the lot areas. In <br />no event shall the landscaped portion of the lot be less than twenty five percent (25%) of the <br />entire lot as a result of permitted encroachments." <br />This site plan appears to indicate that. nearly one hundred percent (100%) of the site is <br />covered with an impervious surface, with almost no landscaping. Given that this is such a <br />small site, strict application of this requirement may be unreasonable. However, I believe <br />that the site plan should be revised to provide some landscaping, albeit at the expense of <br />some of the parking spaces.
