Site Plan Review of Dino's Gyros Restaurant Proposal (Snelling Avenue at Crawford Street) <br />May 8, 2003 <br />Page 4 <br />• PART 14: DESIGN AND PERFORMANCE STANDARDS <br />9-14.01 Performance Standards <br />Subdivision 5 dealing with screening requires screening along a property line shared with <br />residentially-zoned property. This matter is dealt with above, under 9-13.04, Subd. 6 (h); see <br />above. <br />Subdivision 6 dealing with landscaping_requires that landscaping be provided in all required <br />front and side yards. <br />This site plan indicates no landscaping at all, and should be revised to provide some of this <br />requirement. However, a variance may be warranted to reduce this requirement to <br />acknowledge and provide for the joint/shared parking arrangement on the south property <br />line. <br />Subdivision 8 dealing with lighting, lighting fixtures and glare will be reviewed as part of the <br />building permit application. <br />Subdivision 9 dealing with traffic control requires that the minimum distance for access drives <br />from a corner shall be no closer than twenty (20) feet from intersecting street right of way lines. <br />• The northernmost driveway on this site plan is only five (5) feet from the corner, not in <br />compliance with the Code. <br />RECOMI~~NDATION <br />This site plan represents a good effort to accommodate a new restaurant and parking on a small site <br />with difficult access issues. However, revisions should be considered with a view to creating a <br />development that has a better balance between size of building, number of seats, the drive-through <br />operation, parking, and landscaping. It appears that a better resolution of these key components of a <br />revised plan of development would, nevertheless, require a number of variances to achieve the most <br />workable site plan. <br />do <br />• <br />
