Notes from Neighborhood Meeting, May 13, 2003, on Dino's Restaurant Page 2 <br />• Architect: No chain would look at site without wanting adrive-through. Issue is how to look at doing <br />it best, how to make it look good. <br />Resident*: Why can't both restaurants stay? Why can't Dino's remain on SE corner? <br />JA: We want to own our land. Best if we can stay where we are and not have to close. <br />Embers proprietor (Emb): Knew of no purchase agreement. <br />GS: Was signed about a year ago. Owner of land ~ owner of restaurant business. Landowner had put <br />propery up for sale. <br />Q: Was Ember's property sale mentioned in SE Corner meetings? <br />HW: Can't recall that it was. <br />Residents' concern: Speed of cars on Arona. People can cut through neighborhood on Arona, <br />Roselawn, Ashland, etc. Issue is not Dino's but traffic "worse and worse", very dangerous, "40 - 45 <br />mph!" <br />GW: "We will do a traffic study for the city." <br />HW polled the audience: How many concerned about traffic. Most raised their hands. <br />HW: This is and enforcement and education issue, separate from the Dino's proposal. Education will <br />be needed -flyers, etc. <br />Resident concern: Traffic added by those 110 new apartments at SE Corner. Those residents will use <br />• Arona as shortcut. <br />HW: Traffic study showed traffic will actually decrease 40% because residential traffic has much less <br />turn-around than commercial. <br />Q: Is this a "done deal"? Impression from letter. <br />HW: City is in site plan review phase now, here tonight for feedback. <br />JA: Dino's has made large investment in plan. Drive-through only way to make investment viable. <br />Q: What about other vehicle access to store? <br />HW: No curb cuts can be made on Snelling per MNDoT. Crawford and Arona are state aid streets. <br />City can increase enforcement. City can look into "Do Not Enter" status for Crawford. <br />JA: Local family business can and will respond better than national chain to problems that come up. <br />CW: "No right turn" sign would help. [presumably from frontage driveway to Crawford] <br />Resident*: Cited increased traffic in neighborhood since 1958. Afraid "drive-in" will "destroy the <br />neighborhood." Why not turn property into residential use? <br />Resident comment: Property already zoned for restaurant; another restaurant could serve liquor = <br />worse than drive-through. <br />HW: City has no control over sale of private property. <br />GS: If not Dino's then probably Pizza Hut. Dino's came forward first. <br />Note: It was several times implied, though not specifically stated, that the City cannot block a <br />business in a zone where that business use is permitted. Most of the audience seemed to understand <br />that. <br />Also, it was stated several times by both residents and at least one presenter (JA, probably), <br />but not City Staff, that the property is "zoned for a restaurant.
