Item 1 <br />5/27/03 <br />• ITEM: Petition for a permit parking zone on Garden Avenue in Falcon Woods. <br />SUBMITTED BY: Deborah Jones, Zoning and Planning Coordinator <br />REVIEWED BY: Heather Worthington, City Administrator <br />Roger Knutson, City Attorney <br />EXPLANATION: <br />Summary: A petition has been submitted by 12 of the 15 residents of Garden Avenue in the <br />Falcon Woods subdivision of the city to create a permit parking zone on that portion of Garden <br />Avenue (Address numbers 1968 - 2048). The street frontage is more than the minimum 600 feet <br />required to qualify for a permit parking zone. Three residents did not sign. 1958 Garden and 1802 <br />Moore were not included in the petition. Staff has determined that the petition is in order, with 80% <br />of the residents signing. 75% is the required minimum. (Please note that the withdrawal of one <br />signature will lower the percentage to 73.3%, which would remove the petition from consideration.) <br />The reason for the petition is the parking of cars by non-residents during weekdays. It is believed <br />that the cars belong to people who are attending or working at the University of Minnesota. Staff <br />have made observations of the parking patterns on Garden Avenue, including a comparison to <br />nearby streets (Howell, Moore, Prior and Summer), over atwo-month period from March 21 to <br />• May 12, at various times of day. A log is attached which includes resident reports as well as staff <br />observations. <br />The following points summarize staff observations: <br />• Counting both sides of the street, there are approximately 16 available street parking spaces (or <br />more) on the portion of Garden Avenue under consideration here, with additional on-street <br />space on Howell and Moore. <br />• Every residence on this portion of Garden Avenue has a double garage and driveway space for <br />at least 2 cars, giving a total of 4off-street parking spaces per resident. <br />• The number of cars parked on Garden has ranged from zero (on the day streets were swept and <br />the street was posted for no parking) to nine (which included two lawn service vehicles). <br />• Parking counts on Howell, Moore, Summer and Prior ranged from 0 to 5 cars per street during <br />the same period. <br />• During the later part of the observation period (April 14 -May 14), there was an average of 5.3 <br />cars parked on Garden per week day, when observations were made. <br />• Parking was heaviest in front of the houses closest to the pedestrian path leading to the Prior <br />Avenue cul-de-sac to the south. Parking was heaviest in front of 2018 Garden, the house just <br />west of the path entrance. Few cars were parked at the east end of the block. <br />• Parking numbers were highest when the University was in session, supporting the petitioners' <br />assertion that the cars parked on street belong to non-residents associated with the University. <br />U <br />Staff Report: Permit Parking on Garden May 23, 2003 Page 1 of 2 <br />
