Comments From Residents: Three Residents of Garden Avenue contacted City Hall individually <br />to comment on this issue, one in writing, one in person and one by phone, after circulation of the <br />petition. All are opposed to permit parking, two because they felt the inconvenience of residents <br />• having to buy permits for themselves and for guests would outweigh the inconvenience of non- <br />residents parking on the street, the other because he objects to paying a fee to park on a street <br />already supported by taxes. <br />Analysis: <br />• In other areas of the city where we have permit parking, enforcement has been an issue. Parking <br />enforcement is not the primary duty of the police officer assigned to the city, and there is no <br />funding for additional police staffing to enforce permit parking on a consistent basis. Fees from <br />parking permits (approx. $300/year) would not cover the cost of enforcement. <br />• Staff observations support the allegation that some non-residents are consistently using Garden <br />Avenue to park for access to the University of Minnesota. <br />• If the street parking (approximate average = 2) on adjoining Howell and Moore can be <br />interpreted as a standard for expected resident/visitor parking in this neighborhood, then the <br />number ofnon-residents parking on Garden during University operation is between 2 and 6 cars <br />daily. There are at least 16 street parking spaces in the area under consideration. <br />• Since all residences on the affected portion of Garden have at least 4off-street parking spaces, <br />staff finds that the parking by non-residents does not create a material hardship for residents. <br />Compared to other neighborhoods in the City, this neighborhood is unusually advantaged in the <br />amount of off-street parking available. <br />• As non-residents parking their cars on Garden are generally using neighborhood streets only for <br />• one inbound and one outbound trip, staff does not find that the increased traffic poses a <br />significant safety hazard at this time. Even with the non-resident parking that is taking place, <br />there is less traffic in this neighborhood than many other residential neighborhoods of the city. <br />• At all times staff observed ample on-street parking available within 500 feet of every affected <br />residence.
