That portion of a building included between the surface of <br />any floor and the surface of the floor next above. Abasement shall be counted as <br />a story and a cellar shall not be counted as a story. For purposes of this code, a <br />story shall also include each multiple of 12 feet between the ground and eave. <br />201. Street. A public right of way which affords a primary means of access to <br />abutting property. <br />202. Street-Collector. A street which serves or is designed to serve as a traffic <br />way for a neighborhood or as a feeder to a major road or as designated on the <br />Comprehensive Municipal Plan. <br />203. Street-Major or Thorou hg fare. A street which serves or is designed to serve <br />heavy flows of traffic and which is used primarily as a route for traffic between <br />neighborhoods and/or other heavy traffic generating areas or as designated on the <br />Comprehensive Municipal Plan. <br />204. Street Minor. A street intended to serve primarily as an access to abutting <br />properties. <br />205. Street Pavement. The wearing or exposed surface of the roadway used by <br />vehicular traffic. <br />206. Street Width. The width of the right of way measured at right angles to the <br />centerline of the street. <br />207. Structural Alteration. Any change, other than incidental repairs, which <br />would affect the supporting members of a building, such as bearing walls, <br />columns, beams, girders, or foundations. <br />208. Studio. A facility where students study or practice fine arts, pottery or <br />martial arts. <br />209. Subdivision. A described tract of land which is to be or has been divided <br />into two (2) or more lots or parcels for the purpose of transfer of ownership, <br />building development, or for tax assessment purposes. The term includes re- <br />subdivision and where it is appropriate to the context, relates to either the process <br />of subdividing, or to the land subdivided, or to the development for which it is <br />being subdivided. <br />210. Substandard Structure. Any building or structure lawfully existing on the <br />effective date of this code or any amendment thereto which building or structure <br />does not conform with the regulations, including dimensional standards, for the <br />district in which it is located after the effective date of this code or such <br />24 <br />
