c. No private sign shall be erected, constructed, or maintained within the <br />boundary of any street, avenue, highway, alley or public ground of the city, <br />county or state. <br />d. Portable signs supported by frames or posts rigidly attached to bases shall <br />be so proportioned that the weight and size of the bases are adequate to resist the <br />wind pressure specified in the building code. Such signs shall not exceed five (5) <br />feet in height or fifteen (15) square feet in area. <br />e. The owner of a lot upon which there is a ground sign or the person <br />occupying such lot or both are hereby required to keep such lot and such ground <br />sign clean, sanitary, inoffensive and free and clear of all obnoxious substances and <br />unsightly conditions. <br />Subdivision 14. Moving or Revolving Si ns (Motion Si ns) Moving or <br />revolving signs shall not be permitted except by the granting of a variance. <br />Subdivision 15. Wall Si ns. Wall signs attached to exterior walls of solid <br />masonry or concrete shall be safely and securely attached. <br />Subdivision 16. Signs Painted on Walls Signs shall not be painted directly on the <br />outside wall of a building. Signs shall not be painted on a fence, tree, stone, or other <br />similar objects or structures in any district. <br />Subdivison 17. Projecting_Signs. Signs shall in no case project from a building or <br />structure more than one (1) foot from base of building. No projecting sign shall at the <br />lowest point be less than eight (8) feet above the sidewalk or the grade level. All <br />projecting signs for which a permit is required shall be constructed entirely of fire <br />resistive materials approved by the zoning administrator for this purpose. <br />All metal supports and braces for projecting signs shall be galvanized or of corrosive <br />resistant material or painted at least once annually. <br />Subdivison 18. Electric Signs. All signs and displays using electric power shall <br />have a cutoff switch on the outside of the premises and on the outside of the sign. All <br />electrical work shall conform with the city code and be subject to city inspection. <br />Subdivision 19. Construction Signs. These signs are not to exceed thirty-two (32) <br />square feet in area and shall be allowed in all zoning districts during construction. Such <br />signs shall be removed when the project is substantially completed. <br />9 <br />
