Commercially zoned properties shall utilize asphalt, concrete or a reasonable <br />• substitute surface as approved by the city engineer and capable of carrying a wheel load <br />of 4,000 pounds. All surfacing must be completed prior to occupancy unless other <br />arrangements have been made with the Zoning Administrator. <br />Subdivision 3. Location. All required accessory off-street parking facilities required <br />herein shall be located as follows: <br />a. Spaces accessory to one and two family dwellings as regulated in Sections 9-4 <br />and 9-5. <br />b. Spaces accessory to multiple family dwellings as regulated in Sections 9-6 and <br />9-7. <br />c. Spaces accessory to uses located in a business district shall be within five <br />hundred (500) feet of a main entrance to the principal building served. Parking as <br />required by the Building Code for the handicapped shall be provided. <br />d. There shall be no off-street open parking space within ten (10) feet of any <br />street right-of--way. <br />e. No driveway or off-street open parking area shall be located closer than five <br />(5) feet from an adjacent lot zoned or used for residential purposes, except when <br />• adjoining an existing parking area on the adjacent lot. <br />Subdivision 4. Underground Parking Credits In any development in which all or a <br />portion of the required off-street parking is fully enclosed and below ground elevation, <br />the minimum lot area requirements shall be reduced by fifteen percent (15%) per <br />dwelling unit, but said reduction shall not be greater than twenty percent (20%) of the <br />total parking space area requirement. <br />Subdivision 5. General Provisions. <br />a. Existing off-street parking spaces and loading spaces upon the effective date of <br />this Code shall not be reduced in number unless the result exceeds the <br />requirements set forth herein. <br />b. In stadiums, sport arenas, churches and other places of public assembly, in <br />which patrons or spectators occupy benches, pews or other similar seating <br />facilities each twenty (20) inches of such seating facilities shall be counted as one <br />(1) seat for the purpose of determining requirements for off-street parking <br />facilities under this Code. <br />11 <br />i <br />
