• as to impede vision between a height of two and one-half (2-1/2) and ten (10) feet <br />above the centerline grades of the intersecting streets within fifteen (15) feet of the <br />intersecting street right-of--way lines. This restriction shall also apply to the <br />planting of crops and to yard grades that result in elevations that impede vision <br />within fifteen (15) feet of any intersecting street right-of--way lines. <br />d. Minimum distance for access drives from corner shall be no closer than twenty <br />(20) feet from intersecting street right of way lines. <br />Subdivision 10. Storage of Hazardous Materials and Explosives. (All existing uses shall <br />comply with this standard by 1/1/89) <br />a. Bulk Storage (liquids All uses associated with the bulk storage of over two <br />thousand (2,000) gallons of oil, gasoline, liquid fertilizer, chemicals and similar <br />liquids shall require a conditional use permit in order that the Zoning <br />Administrator may have assurance that fire, explosion, water or soil <br />contamination hazards are not present that would be detrimental to the public <br />health, safety and general welfare. All existing, above ground liquid storage tanks <br />having a capacity in excess of two thousand (2,000) gallons shall secure a <br />conditional use permit within twelve (12) months following enactment of this <br />Chapter; the Zoning Administrator shall require the development of diking around <br />said tanks, suitably sealed to hold a leakage capacity equal to one hundred fifteen <br />• percent (115%) of the tank capacity. Any existing storage tank that, in the <br />opinion of the Planning Commission, constitutes a hazard to the public safety <br />shall discontinue operations within five (5) years following enactment of this <br />Chapter. <br />b. No activities involving the commercial storage, use or manufacture of <br />materials or products which could decompose by detonation shall be permitted <br />except such as are specifically permitted by the City Council. Such materials <br />shall include but not be confined to all primary explosives such as lead azide and <br />mercury fulminate, all high explosives and boosters such as TNT, tetryl and <br />nitrates, propellants and components thereof such as nitrocellulose, black powder <br />and nitroglycerine, blasting explosives such as dynamite, and nuclear fuel and <br />reactor elements such as uranium 235 and plutonium. Explosives shall include <br />grain storage and other dust sources. <br />Subdivision 11. Fall-Out Shelters. Fall-out shelters maybe permitted in any district, <br />subject to the yard regulations of the district. Such shelters may contain or be contained <br />in other structures or be constructed separately, and in addition to shelter use, may be <br />used for any use permitted in the district, subject to the district regulations on such use. <br />A certificate of compliance for these and similar structures shall be required. <br />Subdivision 12.
