Clear cutting of vegetation shall not be permitted within any required yard of <br />any lot or parcel within any zoning use district except as may be approved by the <br />zoning administrator. <br />c. Clear cutting for commercial tree production purposes shall require a certificate <br />of compliance. <br />d. Selective tree cutting may occur on any lot provided: <br />1. Any cutting on slopes of greater than eighteen percent (18%) shall <br />require a Soil Conservation District re-vegetation plan prior to issuance of <br />a building permit. <br />Subdivision 21. Building Permits and Visual Standards. <br />a. It is hereby affirmed as essential public policy that the appearance of the City <br />is a proper matter for public concern, and that all open spaces, buildings, signs, <br />plantings and surfaces which may be seen from the public ways are subject to <br />regulation and the provisions of this Chapter. <br />• b. Before construction may begin and before a permit is issued for any building, <br />structure or land use other than aone-family, detached dwelling home, a <br />complete set of plans shall be submitted to the Zoning Administrator including lot <br />size, building location, drives, parking, loading areas, storage, utilities, fences, <br />sidewalks, screening, landscaping, exterior elevation of the proposed building, <br />and such other information as may be required or requested. <br />c. The Zoning Administrator may, in any case, submit said plans for review by <br />the Planning Commission and may refuse to issue construction permits if the <br />development design is deemed incompatible with adjacent and nearby land uses <br />and development and/or not meeting the general standards for appearance <br />established by existing development throughout the City of Falcon Heights. <br />Subdivision 22. Quasi-Public Structures. No quasi-public structure shall be located <br />within the public right-of--way except by conditional use permit. Such structures shall <br />include trash containers, bicycle racks, benches, planting boxes, awnings, flag poles, light <br />standards, stairs, light wells, loading well, church directional signs, bus stop shelters and <br />similar uses including vehicle parking. <br />Subdivision 23. Relocated Structures. No building, accessory building, or other major <br />structure shall be relocated to a site within or from without the City of Falcon Heights <br />• 15 <br />
