infrastructure that carries intercommunity flows from St. Paul, • <br />Maplewood, Falcon Heights, and Roseville. <br />Much of the interceptor is fairly old and likely in need of <br />maintenance and repairs in the near future. <br />There is no other governmental entity willing to take <br />responsibility for the interceptor at this time. <br />The financial implications of assuming ownership, in the context <br />that ownership of the system maybe transferred to the CRWD <br />from the Metropolitan Council and the City of St. Paul under <br />conditions satisfactory to the CRWD Board of Managers. <br />4.3.9.3 Urban Redevelopment and the Utilization of Urban Best Manaeement <br />Practices and retrofitting <br />Urban redevelopment in the City of Falcon Heights offers an opportunity <br />to develop green spaces, preserve and restore historical natural resources, <br />and provide for environmentally sensitive urban planning approaches. <br />Often redevelopment projects have potential water quantity and quality <br />components that can provide environmental and amenities to the site. <br />Retrofitting and using BMPs in redevelopment is one of the main <br />opportunities to improve water quality at sites. The CRWD and RCWD <br />require the use of BMPs on development and redevelopment sites, and <br />also encourage infiltration practices where feasible. <br />4.3.9.4 Wetland Restoration and Protection <br />The CRWD has also defined an Issue Statement for wetland restoration • <br />and protection. According to the Issue Statement, the CRWD could <br />address the following items regarding wetlands: <br />^ Identification of the wetland functions and values within the <br />watershed. This information is critical to the planning process. <br />^ Identify priority waterbodies such as lakes or large wetlands and <br />wetlands tributary to District lakes. <br />^ Identify opportunities for wetland restoration or improvement <br />projects. <br />^ Improve wetland habitat of the wetlands within the watershed <br />that are severely degraded due to non-native vegetation. <br />^ Educate watershed community on the functions and values of <br />wetlands in the urban setting. <br />4.3.9.5 Curtiss Field Pond <br />Curtiss Field pond is located within a park in the City of Falcon Heights. <br />The pond is designed as an infiltration basin and adequately handles <br />normal to slightly higher rainfalls, but excessive rainfalls can result in <br />flooding of the neighboring park.
