5.0 Goals and Policies <br />5.1 Transportation System <br />This section provides recommended goals and policies for the City's <br />Transportation Plan. <br />5.1.1 Highways and Roadways <br />5.1.1.1 Highway and Roadway Goals <br />^ To promote safety on all streets. <br />^ To avoid unnecessary street congestion and the resulting <br />negative effects on air quality. <br />^ To develop and maintain efficient hierarchy of streets to move <br />larger volumes of traffic safely on relatively few through streets <br />and discourage high volumes of traffic on residential streets. <br />^ To maintain the transportation infrastructure of the City. <br />5.1.1.2 Highway and Roadway Policies <br />^ Coordinate all City street planning and design with County, <br />Metropolitan and State agencies. <br />^ Require adequately spaced driveways along arterial streets when <br />access cannot be limited to cross streets. <br />^ Maintain roadbeds and curb and gutter on City Streets. <br />^ Prevent parking on residential lots (other than driveways) <br />especially during State Fair activities. <br />^ Enhance the appearance and image of major roadway entry <br />• points to the City. <br />5.1.1.3 Right of Wav Preservation <br />The City is responsible for identifying and preserving right-of--way for <br />transportation uses such as roads, transit, bikeways and walkways. <br />Below are some techniques to identify and preserve right of way: <br />^ Prepare an Official Map for corridors planned for expansion <br />^ Possible early acquisition of properties prior to environmental <br />study, as specified in the Transportation Efficiency Act (TEA- <br />21) <br />^ Purchase of development rights <br />^ Purchase options <br />^ Letters of agreement with developers <br />^ Right of first refusal <br />^ Donations of property <br />^ Contributions, exchanges of property <br />^ Access management <br />^ Use of local government land use tools <br />5.1.2 Bicycle and Pedestrian Plan <br />5.1.2.1 Trails Goals <br />^ To provide an interconnected park and open space system that <br />provides pedestrian and bicycle linkages throughout the City. <br />^ Continue coordination between the University of Minnesota and <br />the City regarding the trail network. <br />TComprehensive Plan UpdateT <br />City of Falcon Heights <br />AFAL000701.00 <br />Page 31 <br />
