<br />5.1.2.2 Parks and Trails Policy <br />^ Build trails as an integral part of the upgrading of collector and <br />arterial streets. <br />5.1.3 Transit <br />5.1.3.1 Public Transit Goals <br />^ To improve the quality of and increase the emphasis on public <br />transit, non-motorized and pedestrian travel. <br />^ To encourage planning and design that increases and <br />complements transit use. <br />5.1.3.2 Public Transit Policies <br />^ Continue to work with the Metropolitan Council to determine <br />future transit services consistent with the City's transit market <br />area and its associated service standards and strategies. <br />^ Reduce overall travel demand by cooperating with the University <br />of Minnesota in developing a Travel Demand Management <br />(TDM) strategy and encouraging programs that provide <br />alternatives to single occupant automobiles. <br />^ Evaluate the need for and the location of transit services in <br />conjunction with surrounding communities. <br />^ Coordinate public transit with all transit planning and delivery <br />agencies to improve transit services (MTC, RTB, Ramsey <br />County Regional Railroad Authority). • <br />^ Continue to coordinate with the County Regional Railroad <br />Authority in the implementation of LRT plans. <br />5.1.4 Aviation <br />5.1.4.1 Aviation Goals <br />^ To protect the City's airspace from vertical obstructions that <br />could impede air traffic. <br />^ To regulate and ensure the compatibility of land use with <br />aviation. <br />5.1.4.2 Aviation Policies <br />^ Require that heliports comply with the licensing requirements of <br />MnDOT, the approach and altitude standards established by the <br />FAA and the noise standards established by the MPCA as <br />requirements of Conditional Use Permit Approval. <br />^ Require that no tall towers (obstructions over 500 feet tall) be <br />built within the City. <br />^ Monitor the progress and participate, as appropriate, in the <br />public process of enhancing or replacing MSP International <br />Airport. <br />5.2 Sanitary Sewer System <br />This section provides recommended goals and policies for the City's <br />Sanitary Sewer System. <br />TComprehensive Pfan UpdateT <br />City of Falcon Heights <br />AFAL000701.00 <br />Page 32 <br />
