We have scheduled a public hearing to take <br />formal comment from the community on the draft plan. <br />After the hearing we hope you will be able to make a recommendation to the City <br />Council so they can grant a preliminary approval on Apri19. This will allow us to get <br />• the draft out to adjacent communities in good time to finish their six month review and <br />submit the plan to the Metropolitan Council by the end of the year. This stage of the <br />process is needed to give neighboring cities some confidence that the plan will not <br />change substantially from what they are given to review. <br />Staff requests that the commission incorporate any of their suggested changes into the <br />recommendation to the Council. If you have specific changes to recommend, it may <br />facilitate matters if you prepare something in writing. This includes any items that were <br />discussed last month, as we have not had staff time to make any changes in the draft <br />since last month. <br />The city attorney advises us that we don t need a formal written resolution at this stage <br />and that your recommendation can take whatever form you see fit. He also said that <br />many cities hold a second public hearing (and a second planning commission vote) after <br />the adjacent municipality review period, so we certainly have that option. Final, formal <br />adoption will take place after the Metropolitan Council reports back to us next year. <br />Please note that the election of a commission vice chair is placed on the agenda after the <br />comp plan agenda item. Staff thought it would be best to proceed to the hearing as soon <br />as possible after the begmning of the meeting. However, you may move it to the <br />beginning of the meeting if you prefer. <br />As always, please let staff know as soon as possible if you will not be able to attend. We <br />do require a quorum for this meeting. <br />Have a good weekend!
