• No R-90-32 <br />CITY OF FALCON HEIGHTS <br />C O U N C I L R E S O L U T I O N <br />Date Au ust 22, 199 <br />A RESOLUTION OF INTENT TO IMPLEMENT <br />ORGANIZED/INTEGRATED REFiTSE COLLECTION <br />WHEREAS, the Citizens Solid Waste Commission created by the <br />City Council on May 25, 1988, has submitted recommendations to the <br />City for an integrated solid waste management system, including <br />organized collection of mixed waste, volume based pricing, <br />mandatory curbside recycling, separate yard waste collection; and <br />WHEREAS, the City Council held a public hearing as required <br />under the Minnesota Waste Management Act, as amended (MS 115A.94) <br />on August 22, 1990, on the issue of whether the city should <br />consider implementation of organized collection as the basis of an <br />integrated solid waste management system; and <br />WHEREAS, organized collection, as defined in MS 115A.94, <br />subd.l, means a system for collection of solid waste in which a <br />• specified collector, or member of an organization of collectors, <br />is authorized to collect from a defined geographic service area or <br />areas some or all of the solid waste and recyclables that is <br />released by generators for collection; and, <br />WHEREAS, the primary purposes of organizing collection are to <br />(1) prevent overlap or duplication of collection service areas, <br />(2) facilitate solid waste management tools such as mandatory <br />refuse collection or yard waste disposal ban, (3) reduce the <br />~~ <br />Approved by ~©1!h ~,~~ <br />T Mayor <br />Moved by, Jacobs. <br />August 22, 1990 <br />D tee <br />YEAS NAYS h <br />°'~~,L DW I N // <br />~ERNIA 4 In Favor Attested by <br />EHRZ City lerk <br />Abs.
