with any and all parties, or (6) refrain from selling the premises. <br />4. In the event the City decides to sell the premises, selection of <br />the purchaser will be based upon the City Council's sole determination of-the <br />best interests of the City and its residents, including but not limited to the <br />proposed or negotiated price, financing plan, responsibility of the proposed <br />purchaser, proposed occupancy dates and other factors establishing compatibility <br />with the City's vacancy plans (which at this time are not specifically known), <br />the planned use of the premises by the proposed purchaser and contribution of <br />the proposed use to the tax base of the City. <br />5. Nothing herein or done in any subsequent proceedings or negotiations <br />shall be deemed a waiver of any law applicable to any proposed purchaser. <br />6.
