<br />PARKS AND RECREATION COMMISSION <br />MEETING MINUTES <br />10/11/93 <br />Members present: Lloyd Jacobson; Morris Nicholson; Jyneen Thatcher; <br />Carol Weisberg; Carol Krieglr, Parks Director; and Sue Gehrz, Council <br />Liason. <br />Guest present: Nancy Wickham <br />Minutes from meeting of 9/20/93 were approved. <br />D-1: University Grove Park Improvements. Carol Kriegler reported on <br />the progress in the improvements to Grove Park. The sidewalks are in, <br />both along the street and into the park, and also the slab for the <br />warming shelter. The expanded basketball court should be installed this <br />week. Most of the items ordered for the park have come in. These <br />items, the benches, baseball backstop, and basketball standards will go <br />in after the court bituminous work is completed and after the turf is <br />repaired. This will minimize the chance of damage from construction <br />equipment. <br />The bid has been received from the electrical contractor. The <br />push-button timer, security light and activity light are all possible, <br />with good coverage but low spill. Residents of 1666 Coffman will still <br />be able to see the light, but it shouldn't shine their direction. There <br />will not be heat in the shelter, due to the high yearly maintenance <br />effort that would be needed, but this can be reconsidered in the future. <br />The hockey. boards have been delivered to the park, but not yet <br />installed. <br />Plantings will be done in the spring. A Grove resident has offered to <br />help with tree selection, and Carol K. will keep her name for <br />consultation in the spring. <br />D-2: Community Prairie Planting Update. Carol K. reported on the <br />progress of the prairie project. Spraying was done on 10/1/93, although <br />conditions were not ideal (higher than desired winds, and lower <br />temperatures). The current sub-contractor does not appear excited about <br />this project. Carol has met with Ramsey County several times lately, <br />because of the poor progress. They have now agreed to do only the area <br />of disturbed soil around the wetland, and that will be done this fall. <br />The area of existing vegetation will be contracted with a different <br />firm, for completion in the spring. As compensation for this change in <br />contract, the count will finish additional linear feet of trail within <br />the park, in addition to re-doing the trail around the wetland, which is <br />too close to the water edge and has some undesirable intersections. F"or <br />erosion control over the winter, the county agrees that it should be <br />seeded and mulched soon. The pond does not appear to be infiltrating <br />as it was expected. Studies will be done by the city engineer on the <br />ponds functioning. <br />With these changes in the program, the community service seedling <br />planting was rescheduled for Sat. Oct. 30. Because of the uncertain <br />timetable, we may not be able to give much notice to community <br />volunteers, other than the Boy Scouts. However, the planting in the <br />spring of the rest of the prairie will afford a second chance. <br />D-3: City bicycle/ pedistrian plan. The Commission was asked to review <br />
