the City's existing bicycle and pedestrian plan, which was adopted in <br />November 1991. The major concern at this time, is regarding ..the <br />proposed path along Larpenteur. But since so many issues are undecided <br />relating to the street improvements on that section, the Commission felt <br />that it could not comment at this time. When plans are solidified, such <br />as street width and right-of-way width, the Commission will address the <br />issue. In a discussion of street safety, Jyneen mentioned that the stop <br />light on northbound Snelling at Roselawn is timed so long Cwith no left <br />turn on red arrow) that a lot of traffic appears to travel on Garden <br />instead of Roselawn. Garden passes by the school, and increased traffic <br />could be dangerous. <br />D-4: Review of city park rental policy. Carol W. noted that the use of <br />the parks for get-togethers promotes a sense of community, which is one <br />of the goals of the Parks and Recreation Commission. The existing fee <br />schedule requests a payment, to cover staff time for cleaning and <br />supplies, in addition to a damage deposit. Sue noted that of the list <br />of groups who receive fee waivers, most use the facilities at City Hall, <br />and perhaps the use of the park facilities may be less formalized. <br />Discussion of the issues involved with allowing more open use raised <br />questions about responsibility. Nancy noted the possibility of someone <br />not affiliated with the reserving group causing damage, and the <br />group being held responsible. <br />This is a real concern at Curtiss Field, where teenagers have been <br />hanging out, beyond park closing times, and intimidating other park <br />users. Response from the police has been slow. Sue feels this needs to <br />be treated as a community problem, if residents are uncomfortable using <br />their neighborhood parks. She suggested a meeting between city <br />officials Cmayor, city administrator), Roseville Police, Job Corps <br />staff, and park neighbors to discuss this problem, and to identify the <br />curfew limits and monitoring of the park. Sue also suggested the option <br />of increasing the park surveillance and rule enforcement service, when <br />considering the renewal of the Polic contract. <br />The Commission felt that the problems at Curtiss Field needed to be <br />addressed, and that these problems of safety and comfort have a higher <br />priority than revision of fee schedules.
