PARKS AND RECREATION COMMISSION <br />MEETING MINUTES <br />9/20/93 <br />Members present: Lloyd Jacobson, Morris Nicholson, Jyneen Thatcher, <br />Carol Weisberg; Carol Kriegler, Parks Director, and Sue Gehrz, Council <br />Liason. <br />Minutes from meeting of 8/9/93 were approved. <br />Additional agenda item: Carol Kriegler has been in contact with two <br />residents about joining the commission. They are Nancy Wickham, who has <br />been actively involved with the planning and observation of Curtiss <br />Field, and Tom Kraemer, a resident of the new townhomes near City Hall. <br />D-1: Community Park Prairie Planting. Carol Kriegler gave an update on <br />the prairie restoration project. The county is prepared to begin the <br />site preparations any day, which will entail spraying, mowing, raking <br />and tilling. Seeding is aimed at October 1. Carol has received varied <br />opinions regarding the effectiveness of a single spraying of herbicide <br />(Roundup). She has spoken with the product representative, Roseville <br />parks (relating to their prairie planting), Stearns County Cwho have <br />done several sites), and Prairie Restorations and Landscape Alternatives <br />(both restoration specialists). The county will be back in the spring <br />to complete landscape work along Cleveland Ave. Jyneen reported that <br />Brian is working on signs for around the restoration site, as well as <br />publicity articles. It is her understanding that there is enough time <br />in his schedule to delay the planting until spring, if necessary. <br />The Commission agreed that although they would like to see the <br />planting done as soon as possible, it would be better to delay it until <br />proper site preparation can be done, to maximize the chances for <br />success. Given the late date, with the delays that have already <br />occurred, and the uncooperative weather for site preparation, this will <br />probably not be until spring. <br />The Lions Club will be offered the options of sign raising this fall <br />Cwith or without the prairie planting) or waiting till spring if the <br />planting is done then. Two signs are planned, one at the corner of <br />Cleveland and Roselawn, and the other nearer to the park entrance <br />further east. <br />D-2: University Grove Park. Carol K. reported on the progress of the <br />improvements to the Grove Park. The sidewalk is in by Coffman Street, <br />and the warming shelter slab, the path and the basketball court <br />extension are being done as add-ons to the street work. They will <br />probably be done this week. The path will be concrete, at a significant <br />cost savings over bituminous. It will be S' wide, rather than the 6' <br />previously agreed upon, because the rest of the public sidewalks in the <br />Grove are the narrower width. The basketball court finish color coat <br />will be done afterwards by a different firm. <br />A lighting consultant will be out to advise on the position of the <br />lamp post and the possibilities for maximizing light focus and <br />minimizing light spill. The post may be closer to the 1666 service <br />drive, to minimize the light spill towards 1666. Since there will also <br />be a switch for the skating light, the placement of the slab in relation <br />to the post was discussed. A remote switch, adjacent to the shelter, <br />was suggested as an alternative to moving the shelter closer to 1666. <br />The Hoard of Directors at 1666 Coffman will be informed of the reasoning <br />
