f <br />PARKS AND RECREATION COMMISSION <br />MEETING MINUTES <br />12/14/92 <br />Members present: Carol Huso, Lloyd Jacobson, Linda McLoon, Morris <br />Nicholson, Steve Schugel, Jyneen Thatcher, Carol Weisberg; Carol <br />Kriegler, Parks Director; Sue Gehrz, City Council Liason. <br />Minutes from November meeting were approved, moved by Morris and <br />seconded by Linda. <br />13 Commission members' expirations and reappointments - Linda has <br />served the maximum term on the Commission, and will be leaving. Carol <br />H. presented her with a toy swing-set, as a tribute to her contributions <br />to the Commission and the City. Jyneen volunteered to serve as <br />secretary for the coming year, and was approved by general acclamation. <br />Dave Wickhem has officially resigned, but Carol K. will continue to <br />contact him regarding Curtiss Field. Carol K. has sent a letter to the <br />Board of 1666 requesting a representative, aiming for the January <br />meeting. Lloyd offered to pick-up or drive the representative if <br />transportation to meetings is a problem. <br />2) University Grove Park improvement planning - The survey sent to Grove <br />residents had a great return rate. Significant results indicate a wide <br />range of opinions, with Sue noting an additude of "not in my back yard". <br />The main concerns appear to be over night activities and noise problems. <br />Carol W. presented the results of the meeting with the children C2 <br />teenagers and 9 elementary or pre-school). They appear satisfied with <br />current conditions, requesting only modest additions to the park: a <br />fire-pit and windbreak near the skating rink, a baseball backstop, <br />lights for skating and football, and modest improvements to the play <br />equipment. They expressed no concern for the tennis bang-board, or for <br />improvements to the playing fields. The children did complain of <br />"college kids" playing broomball, causing problems to the ice. <br />The survey also revealed a large percentage of the residents are <br />nearing age 65. Carol W. and Linda said that a turn over towards <br />younger families is expected within 5-10 years. Sue felt this was <br />consistent with the rest of Falcon Heights, and not unexpected. <br />Carol K. suggested that due to the many complaints regarding the <br />tennis bang-board, and the little support for its current condition <br />Cpoor repair and position), we should consider removing it now, before <br />the planning of the park. We all agreed this was best, for practical <br />reasons and as a show of concern for the public opinions expressed over <br />the years. <br />Carol W. reported 4-S volunteers for the planning task-force, with <br />Carol K. reorting an additional i-2. Sue suggested that one of the <br />teenagers who participated in the planning meeting be invited to join <br />the task-force. This task force will work on set guidelines for <br />reconciling or moderating the different opinions stated on the survey. <br />Carol W. will join the task-force, and Carol H. will meet with them <br />initially to give them their "charge". Carol K. will meet with the <br />task-force to report back to the Commission at the April meeting, prior <br />to a public town meeting to present recommendations. Jyneen indicated <br />her willingness to consult with the task-force on design issues. <br />Morris suggested that with the survey responses in favor of gardens <br />or landscape improvements, and the expected street improvements planned <br />1 <br />
