MINUTES <br />PARKS AND RECREATION COMMISSION MEETING <br />• November 9, 1992, 7:00 p.m. <br />Members present: Carol Huso, Lloyd Jacobson, Morris Nicholson, Steve <br />Schugel, Jyneen Thatcher, Carol Weisberg, Carol Kreigler, Park and Rec. <br />Director, Sue Gehrz, Council Liason. <br />Members absent: Linda McLoon, Dave Wickhem. <br />1. Minutes from previous meeting were approved. Carol K. gave update on <br />Harold Jensen's position, that he appears willing to serve on the <br />Grove Park task force, but not necessarily on the Commission. She will <br />contact him again to ask about getting a representative from 1666 <br />Coffman. <br />2. Grove Park Improvement Planning. Carol W. reported on her progress <br />with the survey, and that she has received 2 volunteers so far for the <br />task force. After reviewing the survey draft, we all agreed that it was <br />a great job. We discussed some additions and subtractions of questions, <br />especially on how detailed or generic the questions should be. A <br />request had been submitted far a specific game - a chess game with 3' <br />high pieces. It was generally felt we should keep this level of survey <br />broader, with a question asking about provision for other games <br />(including horseshoes, bocce and chess). A question was raised <br />regarding the legality of campfire pits in the park; Carol K. will <br />research that. Carol W. will revise the survey and provide mailing <br />labels as available. The survey will be mailed by the City, with return <br />envelopes provided. We will attempt to deliver the surveys to 1666 <br />Coffman without the need for postage. <br />Sue informed us of street improvement planning going on at this time <br />fvr the Grove. It includes provision for a bike path on the east side <br />of Coffman, as part of the county trails network. It is not known at <br />this time if an offstreet path or bicycle lane is favored. Several <br />commissioners voiced a preference for an offstreet sidewalk, for better <br />access to the park from the neighborhood and for the residents of 1666 <br />to the park and neighborhood. The subject of maintenance (shoveling) of <br />this sidewalk was brought up and discussed briefly. Jyneen requested <br />that the Parks Commission be kept informed of this improvement planning, <br />as it relates to Grove Park. <br />3. Falcon Heights School Improvement Planning. Carol K. presented an <br />update. An architect has been selected - Cunningham, who did the study. <br />The target date for construction has been pushed back, to allow mare <br />time for planning the "Educational Blueprint" for the school. We have <br />been asked to slow down our planning to accommodate their planning <br />process. City Council will be discussing the nature of this cooperative <br />venture at their workshop Thursday evening. Roseville will be <br />contributing approximately X250,000 to each Roseville school for <br />improvements, and the Commission briefly discussed the implications of <br />comparisons between the finished school projects. Carol K. raised the <br />question of how hard we should push for ties to the new gym, and <br />therefore how far should the survey be circulated. After discussion of <br />problems or concerns with gym usage - adult groups, payment for F.H. <br />. Park use, preference given to Roseville Schools events - it was decided <br />that surveying the homes in Falcon Heights and within the F.H.School <br />area would probably give an adequate sampling of city opinion on <br />
