MINUTES <br />PARKS AND RECREATION COMMISSION MEETING <br />July 13, 1992, 7:00 p.m. <br />Members Present: Carol Weisberg, Morris Nicholson, Linda McLoon, Carol Huso, Jyneen <br />Thatcher, Lloyd Jacobson, Carol Kriegler, Park and Rec. Director, Sue Gehrz, Council Liaison <br />Members Absent: Dave Wickhem, Steve Schugel <br />1. Corrections to the Minutes <br />Carol K indicated that John Savory was present at the meeting, but had come late. <br />2. Falcon Heights School/Recreation Facility Task Force <br />Carol K wanted to clarify the situation. The district does not have final plans for any of <br />the facilities, and all the building plans depend on passage of the Bond Referendum. The <br />elementary schools are slated last, maybe 1994 or 1995. Thus, the plans are schematic only. <br />Carol K will request to have areas marked "out of bounds" in the district remodeling. Carol K <br />met with Len Copt (Physical Planning) and John Thien (Finances), from the district. She found <br />them very receptive to the city. She hopes to get them to set boundary limits and get a <br />statement for maintenance of equipment put in by the city or complete replacement, if the <br />school district plans change and necessitate changes in the playground area. Jyneen, Carol K, <br />Kathy Ciernia and Steve Schugel met and brainstormed some ideas for improvements in play at <br />the school. Carol K said she would write a summary for us. These include improved ball <br />fields, a hard court surface, toddler level play equipment, warming facility, showers (with the <br />new gym), more site amenities (benches, waste receptacles etc. Linda indicated that we need <br />to get the school phys. ed. teachers involved. Her experience at Brimhall indicated that they <br />are very protective of their open space. Linda also asked whether the improvements paid for <br />by the city would be reciprocated at the school by free rent for programs and priority in <br />programming etc? The city of Little Canada paid for remodeling at "their" elementary school, <br />but athletics there are run by a very strong association, which is not the case in Falcon <br />Heights. <br />In summary, we have hit a wall here, mainly due to timing. Efforts will continue after the <br />bond referendum. We need to decide: a) what are our resources?, b) what are our priorities <br />for the site? c) who should be involved in the planning (school district, city, neighbors, PTA?) <br />Carol K will send a memo to Falcon Heights Elementary school for their information and as a <br />statement of our intent to do some of these things this year. Potential costs: hard court <br />(515,000), (Could be where future parking lot would be), ball field improvements (52,000), <br />toddler play equipment (520,000 for a total of 540,000). <br />Linda brought up the fact that movement of capitol improvement money would have to <br />come from that slated for improvements at the Grove park. These would include a bang board <br />for the tennis courts, warming facility, back stop, more play equipment. We need to address <br />these issues as we prepare our budget this summer. , <br />Carol K also indicated that she keeps a list of suggested improvements at the parks in <br />categories for either capitol improvement or operating budget. <br />3) Curtiss Field Vandalism <br />Carol K said that there was a lot of nuisance vandalism going on at the park, garbage on <br />the building roof and broken bottles. Someone was taking apart the fence between the play <br />equipment and the holding pond. The building has been staffed temporarily and the kids have <br />been identified. It turned out that some parents from St. Paul were leaving their kids there <br />alone all day when they went to work. The juvenile officer from the police department is going <br />to visit the families. This will hopefully stop the nuisance vandalism. <br />
