Minutes <br />Park and Recreation Commission Meeting <br />March 9, 1992, 7 p.m. <br />Members Present: Carol Huso, Lloyd Jacobson, Linda McLoon, Morns Nicholson, <br />Jyneen Thatcher, Carol Weisberg, Sue Gehrz, Council Liason, Carol Kriegler, Parks <br />and Rec. Director <br />Members Absent: Steve Schugel, Dave Wickhem <br />1. Tour of Roseville Activity Center at 2800 Arona St. by Bob Biershied, RV Parks <br />and Rec. Director. Bob indicated that this building had been owned by NCR-Compten <br />until 8/91 when the city of Roseville bought the building and the surrounding 14.5 <br />acres. The cost to the city of Roseville was $1 million. The building was upgraded <br />and brought to present codes and first used 12/91. The Park and Rec. offices were <br />moved to this site and they also manage the building. The building houses many <br />different groups, in particular the Teen Center. <br />2. Correction to Minutes, Feb. 10, 1992: <br />Item 2: Carol H and Jyneen felt the money for the playground request should <br />come from the city contingency fund. <br />3. Creation of Task Force: <br />Carol H thought it would be in order to form a task force as a subcommittee of <br />the Parks and Rec Commission to study the use of Falcon Heights Elementary School <br />as a park site for that quadrant of the city. Plans to upgrade that site have always been <br />in the Comprehensive Park Plan. This needs to be coordinated with the school district, <br />who have considerable demands on the open space around the school. A motion was <br />passed to establish a task force of this commission to study the park and recreation <br />needs of northeast Falcon Heights and report back to the commission by the June <br />meeting. Vote- Yes: 6 No:O Abs.:O. Jyneen expressed an interest. Carol H will ask <br />Steven Schugel if he is interested. We will invite members of the school and that <br />neighborhood to be members at large on the task force. <br />3. Further Discussion of the Brimhall Playground Request: <br />It was again reiterated that the request to the city council was for a decision <br />concerning policy, and the final decision had to be from the city council. <br />There was a great deal of lively discussion about this issue. As a commission <br />our job is to meet the parks and recreational needs of all the people of Falcon Heights, <br />from the very young to the very old. It was again stated that 60% of the Brimhall <br />children live in Falcon Heights, compared to less than 40 % at Falcon Heights <br />Elementary School. We also know that the recreational needs of many Falcon Heights <br />children are met after school at Brimhall. This playground will be a community asset, <br />for summers, weekends and evenings. It also provides an opportunity for true inter- <br />community cooperation. It is true that the Park and Recreation Capitol Improvement <br />Funds are tight. It is also true that there are areas within the city limits of Falcon <br />Heights in need of upgrading in terms of Parks and Recreation needs. (see #3 above) <br />There are certainly many people in Falcon Heights who will never use this playground <br />facility at Brimhall School (or any playground equipment for that matter).
