MINUTES <br />PARKS AND RECREATION COMMISSION MEETING <br />April 8, 1991, 7:00 p.m. <br />Members Present: Linda McLoon, Carol Huso, Steve Schugel, Deborah <br />Weiland, Jyneen Thatcher, Mike Farrell, Dave Wickhem, Lloyd Jacobson, <br />Carol Kriegler, Parks Director, Sam Jacobs, Council Liason, Neil Weber, <br />Architect, Scott Midness, Landscape Architect <br />Members Absent: Jeff Johnson <br />1. Site Plan <br />Scott presented the park plan. The park shelter and the hard court <br />are along the pond edge. He added park benches in various locations. He <br />tried to incorporate as many of the ideas from the neighborhood meeting as <br />he could. There will be a fence only the south edge, 6 feet, with gates, and <br />a 10 foot fence by the hard court. There will be evergreens in the <br />southwest and northwest corners of the free space. The whole building and <br />walkway area will be raised 1 foot to be above the high water mark. Scott <br />went over the costs, which total 573,710 for park improvements and <br />512,700 for utilities to the park building. Scott recommended agrinder/tank <br />to be installed to grind up solid waste and send it to the storm sewer, so we <br />would not have to depend on gravity. This would mean the toilets would <br />cost 56,000. <br />• 2. Building Plan <br />Neil showed his building design. The toilets are on the pond side of <br />the building, with a 14 x 24 foot open space. The door would be in the <br />middle of the south and north faces, with windows in the southeast and <br />northeast corners. One window on each side opens like a door. There will <br />be a 14 foot overhang with room for 3 picnic tables. The building would be <br />made of gray rock face block with gray wood. The sill blocks would be of <br />block. The exterior lighting is a vandal-proof type of lighting that is flush <br />with the building. The inner ceiling is flat, with the trusses covered. He <br />indicated that the bathrooms need to meet the upcoming state law about <br />handicapped accessibility. He also wants to keep the drinking fountain off <br />the building. This also helps keep people away from the building. The <br />unanimous decision of the commission was to have bathrooms in the <br />building. We would cut cost elsewhere. We all liked the building plan as <br />drawn. Neil indicated that he needs soil boring information. <br />3. Park Plan, revisited <br />Scott indicated that the chain link fence is not vinyl coated, as <br />originally wanted by the commission. After a lengthy discussion, we pulled <br />the playground equipment, the grill and the handicapped sign out of the bid <br />requests, for the city to do ourselves. The changed the fountain, the trash <br />receptacles and most of the landscaping to add-alternates for the bid. We <br />can save money by doing some of this ordering ourselves at tax-free rates. <br />Sam still feels with the rusty fencing the drainage pond looks like an <br />ugly hole. It needs screening. Scott indicated the vertical shrubs and vine <br />growth along the fence. Carol K said that the total we have to spend, less <br />the fees is 5126,000. (5140,000 less 514,000). We overspent on fees by <br />53,000, so that money needs to come from somewhere. <br />
