MINUTES <br />PARKS AND RECREATION COMMISSION MEETING <br />March 11, 1991, 7:00 p.m. <br />Members Present: Linda McLoon, Carol Huso, Steve Schugel, Deborah <br />Weiland, Mike Farrell, Dave Wickhem, Lloyd Jacobson, Carol Kriegler, Parks <br />Director, Sam Jacobs, Council Liason <br />Members Absent: Jyneen Thatcher, Jeff Johnson <br />1. Corrections to the Minutes <br />The architects were not advocates for us as far as the landscaping <br />problem, but were fine otherwise. Also Sam added that there is to be a <br />"non-motorized" path on the Falcon Heights side of Hamline Ave. when it is <br />redone this summer. Also, Cleveland is set to be redone the summer of '92. <br />2. Announcements <br />Jan Wiesner has resigned as City Administrator to take a position <br />with the state as Asst. Commissioner of Employee Relations. Sue Hoyt will <br />serve as Interim City Administrator for an open-ended term. Sam <br />announced that there was a dinner at Lido's for Jan on Friday for those who <br />wished to attend. <br />• 3. Elections <br />Tabled until everyone is present. <br />4. Community Park Building <br />Carol reviewed the money situation with the contractor. 57,500 has <br />been held until the landscaping problems are solved. If they are not taken <br />care of by the first week of June, the city will terminate the contract and <br />get it done themselves. This date is determined by the last possible seeding <br />date. The City Attorney said we could retain 5%. <br />5. Idaho/Snelling Park <br />The contract for the grant come through. Carol said we were the first <br />city to obtain the money and she wrote to thank them. Carol K. distributed <br />the timeline for the park. RFP's would go out tomorrow and we would have <br />Scott bring us 3 plans for the park by March 25. The RFP's would be due <br />March 21 or 22, so that we could have reviewed them by the time we met <br />with Scott. April 8 Scott would submit final plans for the site and would <br />write specs. In about 1 month it would go to the city council and go out to <br />bid. May 30 would be the bid opening. <br />We have 550,000 budgeted for the building and Buetow wants a <br />minimum of 513,500 to do the building. This is exorbitantly high. We <br />discussed other options. Roseville has the Foundation to get specs for <br />buildings. We need to bid anything over 515,000. We could have <br />contractor design and build. We need some to sign off on the plans and the <br />
