Chairman= I move the adoption of the Following reaolutiont <br />Whereas heavy tra__°fic movement between Snelling and Cleveland~on Larpenteur,. <br />in both an reaterly and Westerly direction, particularly-during-the morning <br />and evening rush hourb, constitutes a problem, it becomes essential that <br />serious consideration be given to the installation of left turn lanes and <br />traffic signals at the juncture of Fairview and Larpenteur for the following <br />reasonat <br />1. The absence of left turn lanes on Larpenteur at Fairview impedes-the <br />Plo~+ of traffic on the median lanes of Larpenteur, particularly the Feat <br />bound lane because of the heavy volume o~? tsePfic turning onto Fairview from <br />__ <br />the Wept. <br />• <br /> <br /> <br />2. Traffic moves at accelerating speed on Larpenteur as it tre.vels yileat from <br />Snelling to Cleveland and East from Cleveland to Snelling. Heevy traffic. <br />moves~nt from Fairview, particularly to the West, Plows into the traffic on <br />a right turn basis, thus Arcviding continous movement which is difficult to <br />cross from the North onto the Eeat bound lanes from St. Mary's, Fry, Fairview, <br />Lind~g, Tatum and Prior. It is also difficult to cross from the South business <br />and apartment complexes -to the West bound Ienes. This difficulty is compounded <br />by the failure of traffic to relinquish the median lance - which effectively <br />closes off safe movement from those wishing to move best from the South. or East. <br />from the North. <br />Therefor, the installation of traffic signals at Fairview would aloes traffic <br />without irspeding it. Under present conditions, there is heavy traffic back up <br />an Larpenteur, West Prom Snelling on the East bound lanes. This is also true <br />Ea~1t of Cleveland on the West bound lanes.. The signals, coupled with left <br />turn lanes at Fairview would provide safe movement at that intersection. <br />lne traffic aignels would provide traffic ogening havens for crossing movement <br />from the North and South street and business: exits. ht would also ease the <br />present burden on those making right .turn movements onto Larpenteur. Right <br />' turn on Red should not be permitted sa this would. result in continuous flow <br />westward. <br />Therefor, in view of the cpmpellin~ reasons cited, it is the recommer~dat~an <br />of the Planning Commission oP Falcon Heights to the City Council of Falcon <br />Heights, that it vigorously pursue eonsultationwith the appropriate officials <br />of Ramiey County, and with the assistance of the consulting engineer for <br />Falcon Heights, realize the installation of these faoilities. <br />In conjunction with this, it is-~i~b+!'Y desirable for the study to include <br />s,dditional left turn lanes at itheF points between Fr3r and Cleveland. <br />Traffic chaos x111 result if there is failure to implement the recommendation- <br />particulary if the proposed development goes thru.
