CITY OF FALCON HEIGHTS PLANNING COMMISSION <br />Pursuant to due call and notice thereof, a regular meeting/public hearing <br />• of the Falcon Heights Planning Commission was held on the 1st day of March, <br />1982. <br />The following members were present: Stefanson, Olson, Wallin, Nilsen, <br />Blomberg, Labalestra, Waldo and Mead, and the following were absent: Bourquin. <br />Commission Member Nilsen introduced-the following resolution and moved its <br />adoption: <br />RESOLUTION 82-2 <br />A RESOLUTION RECOMMENDING THAT THE CITY COUNCIL <br />ACCEPT THE PROPOSED PRELIMINARY STREET PLAN AS <br />IDENTIFIED BY SHEET N0. P-5 DATED JANUARY 18, 1982 <br />AS PREPARED BY HAROLD J. WESTIN AND ASSOCIATES FOR <br />THE AMERICAN SHELTER CORPORATION WITH RESTRICTIONS <br />AS INCLUDED IN THE RESOLUTION <br />WHEREAS, the American Shelter Corporation under authority granted by the <br />owners of the Hawkins/Hermes premises, requests approval of a preliminary <br />development plan for a planned unit development to be located and construct- <br />ed on the premises and, <br />WHEREAS, the preliminary development plan sheet No. P-1 rev., Issue <br />date 21 January, 1982,. Print date 30 January, 1982 and on P-2, P-3 and P-4 <br />shows the projection of proposed Prior Avenue northward from Larpenteur Avenue <br />into a proposed east-west street with a cul-de-sac on the west terminus, and <br />an exit to Tatum Street on the east with a proposed extension of Prior Avenue <br />through Falcon Woods 1 and 2 existing residential development via a dedicated <br />.street opening and, <br />WHEREAS, this proposed-plan is unacceptable to the Planning Commission <br />of the City of Falcon Heights, and is therefore rejected for-the following <br />reasons: <br />1. There is a cul-de-sac an the west with proposed 10 foot walk ease- <br />went to the public park. The cul-de-sac effectively prevents <br />future extension of a street through the city park to Cleveland <br />Avenue or through the city park to Roselawn Avenue. Pedestrian <br />walks have always been a source of aggravation and can be considered <br />a public nuisance when they pass between single family properties. <br />2. The proposed routing of Prior Avenue through Falcon Woods as a <br />thoroughfare for general public traffic. <br />3. The proposed ingress and egress via a street going east to Tatum <br />Street for general public traffic. <br />WHEREAS, the impact of traffic on the Falcon Woods and Tatum Street <br />residents results in the diminution of the public safety, public health, <br />and the general welfare of the residents of Falcon Woods and Tatum Street, <br />and some reduction in property values and, <br />WHEREAS, the proposed exit to Tatum Street violates the provisions of <br />Ordinance No. 64 - The Zoning Ordinance of the City of Falcon Heights.
