Vdth instruction from the City Council, the City <br />took their own census and found the figures to be correct. Therefore, <br />she feels that at this point with only 271 people over 5,000, the <br />population shou~.d be increased because when you divide the expenses <br />of the city among a certain number of people the more people you have <br />to pay those expenses, the less it is going to cost. Some people may <br />feel that living in Falcon Heights is worth the price but not all feel <br />this way. As a member of tree Planning Commission she feels she has the <br />responsibility to make sure that everyone in the community can afford to <br />continue to live here. <br />ERMA OLSON <br />• <br />• <br />Darold. Nilsen volunteered to go down to the Highway Department to actually HAROLD NILSEN <br />see what the aids are and what the population needs to be to receive those <br />aids. <br />Carolyn Gay, 1930 Summer, asked if the 5,000 population included those <br />people living on University property and whether commerical property <br />development had been considered for this area. Every viable outlet <br />had been pursued for that property, Sandy Larson advised P~7rs. Gay. <br />Harold Nilsen advised that the City was glad to have the Hewlett-Packard <br />company located in I~'alcon Heights but that companies of this type want <br />visibility and would not be willing to build without it. P,rIrs. Gay feels <br />the City is worrying too much about keening the population above 5,000. <br />Al Stefanson advised that a developer has purchased the property and <br />intends to build residential structures on the property and not <br />commercial. <br />Larry Stowe advised that the PUD would. apply to all areas of the property <br />in question and emphasizes the fact that the property should be developed <br />with less density on Tatum and more density in the other areas staying <br />with a density figure of 1~Q percent, which he feels is liberal. He made <br />some points that he felt needed to be clarified such as the bonus points <br />for drainage and the road through the University property. PJIr. Stowe <br />feels that the Neighborhood Task torte and Carl Dale are in very close <br />agreement but there is still some distinct difference in the density <br />issue and it is the same density issue that eras discussed for the past <br />three months. <br />Erma Olson questions why the Planning Commission is establishing criteria <br />for a PUD when no one has asked for a PUD. The developer is platting the <br />land for single family housing and is developing it. She does not under- <br />stand why at this point the Commission is discussing criteria for a PUD. <br />Al Stefanson advised that the Planning Commission requested the Task Force <br />to develop criteria and they have now done so. Olson said she could under- <br />stand why the Planning Commission might do this to put it into the new <br />zoning ordinances for a future PUD but she does not understand how it <br />could apply to this property unless the owner of the property requests it <br />but he hai asked for one and was refused so he is apparently settling for <br />CAROLYPd GAY, <br />1930 SUIVIlUIER <br />LARRY STOWE <br />ERr4A OLSON <br />
