O'Keefe was not in attendance due to her age. Due to the fact that Ramsey County determined that the vralkway area (this property vras involved i.n the vacation of the City vralkvray area running between 1?G3 and 17L~9 Albert, Albert to Holton) goes to the property owners on the north, it 1e:E't T.'Lrs. O'Keefe with no driveway and too little :pace on her lot to abide by the five foot setback. A discussion ensued regarding whether the driveway is located in her property, on the lot line, or on the neighbor's prox~erty. The Planning Commission expresses concern for the future and it is reconunended that the lot line be verified by finding the lot stakes. Jim Bourquin moved, seconded by Jerry I~~~a1_lin, that the variance be granted. ?~:4otion approved unanimously. Erma. Olson stated that the contractor, who is putting in the driveway for r~,7rs. O'Keefe should be warned that he needs a permit for construction over X500. The Clerk Administrator should call this to the contractor's attention since. this is not his first violation. Al Stefanson advised the Commission Members vrho vrere not bresent at the July 15th meeting of the presentation by Bob Schunicht, City Engineer, and Philip Chenoweth, Fiscal Consultant concerning a review of the development plan and tax increment financing plan for the Gortner/Larpenteur storm sewer. ;.fir. Stefanson distributed t.r. Chenoweth's letter dated July 15, 1982 since he was unable to attend the meeting. uarold Nilsen summed up the information for those members who were not present at Thursday's meeting. It vras pointed out that tax increment financing cannot proceed unless the property is developed and American Shelter has not as yet acquired title to the Hawkins-Hermes r~roperty. Jim Bourc~uin questioned why the X2,57?;500 figure was pat previously mentioned at Planning Commission meetings. Council Liaison Larson pointed out that the !'figure was not known previous to this meeting. Harold Nilsen stated that many cities have gone bankrupt because of the high cost projects they have financed. He also advised that Falcon Height's request for federal funding for the storm sewer project was rejected. He feels that the City and the citizens should take a long hard look at the sewer project because of the costs involved. After considerable further discussion, Don ~Jlead moved, seconded by Harold Nilsen, that the Planning Commission go on record that they approved on-site water retention only, not a sewer system, except that it~n-ould be built in such a way that they could at some future date be connected to a setM1rer system, the underlying assumption being at a reasonable cost.
