O'Keefe was not in attendance due to her age. <br />Due to the fact that Ramsey County determined that the vralkway area <br />(this property vras involved i.n the vacation of the City vralkvray area <br />running between 1?G3 and 17L~9 Albert, Albert to Holton) goes to the <br />property owners on the north, it 1e:E't T.'Lrs. O'Keefe with no driveway <br />and too little :pace on her lot to abide by the five foot setback. <br />A discussion ensued regarding whether the driveway is located in her <br />property, on the lot line, or on the neighbor's prox~erty. The <br />Planning Commission expresses concern for the future and it is <br />reconunended that the lot line be verified by finding the lot stakes. <br />Jim Bourquin moved, seconded by Jerry I~~~a1_lin, that the variance be <br />granted. ?~:4otion approved unanimously. <br /> <br /> <br />Erma. Olson stated that the contractor, who is putting in the driveway <br />for r~,7rs. O'Keefe should be warned that he needs a permit for <br />construction over X500. The Clerk Administrator should call this <br />to the contractor's attention since. this is not his first violation. <br />Al Stefanson advised the Commission Members vrho vrere not bresent at <br />the July 15th meeting of the presentation by Bob Schunicht, City <br />Engineer, and Philip Chenoweth, Fiscal Consultant concerning a <br />review of the development plan and tax increment financing plan for <br />the Gortner/Larpenteur storm sewer. ;.fir. Stefanson distributed t.r. <br />Chenoweth's letter dated July 15, 1982 since he was unable to attend <br />the meeting. uarold Nilsen summed up the information for those <br />members who were not present at Thursday's meeting. It vras pointed out <br />that tax increment financing cannot proceed unless the property is <br />developed and American Shelter has not as yet acquired title to the <br />Hawkins-Hermes r~roperty. Jim Bourc~uin questioned why the X2,57?;500 <br />figure was pat previously mentioned at Planning Commission meetings. <br />Council Liaison Larson pointed out that the !'figure was not known <br />previous to this meeting. Harold Nilsen stated that many cities have <br />gone bankrupt because of the high cost projects they have financed. <br />He also advised that Falcon Height's request for federal funding for <br />the storm sewer project was rejected. He feels that the City and the <br />citizens should take a long hard look at the sewer project because of <br />the costs involved. After considerable further discussion, Don ~Jlead <br />moved, seconded by Harold Nilsen, that the Planning Commission go on <br />record that they approved on-site water retention only, not a sewer <br />system, except that it~n-ould be built in such a way that they could <br />at some future date be connected to a setM1rer system, the underlying <br />assumption being at a reasonable cost.
