<br />• <br />MINUTES <br />PLANNING COMMISSION MEETING <br />NOVEMBER 8, 1982 <br />The Planning Commission was called to order at 7:30 P.M. by Chairman <br />A.1 Stefanson. <br />Stefanson, Bourquin, Blomberg, Mead, Vlaldo, Nilsen, and Chenoweth. <br />Also present was Council Liaison Larson. <br />Olson and Wallin. <br />The October 11, 1982 Minutes were discussed. They were amended on Page <br />2, Third Paragraph, Second Sentence after the date "April 23" to add the <br />following words: 'Item #2, of Section I (157 units). Don Mead moved, <br />seconded by Bob Blomberg, that the October 11th Minutes be approved as <br />amended. Motion carried unanimously. <br />The October 25, 1982 Special Planning Commission Minutes were discussed. <br />There were no corrections or deletions. Don Mead moved, seconded by <br />Bob Blomberg, that the October 2sth Minutes be approved. Motion carried <br />unanimously. <br />Chairman Stefanson informed the Planning Commission that Council had <br />passed a moratorium on multiple dwelling units and action should not be <br />taken on the variance request from Grace Lai on a proposed six unit <br />apartment at Larpenteur and Tatum. Council Liaison Larson stated that <br />Councilmember Eggert at their last Council meeting proposed the moratorium <br />placing a hold on any further variances of this nature until such time an <br />amendment to Ordinance 6k concerning multiple dwellings has specifications <br />that there be two parking places if there is on-street parking available and <br />two and one-half parking places if there were no on-street parking and that <br />at least one of the parking places be enclosed. The entire Council approved <br />the motion. The problems that the Council had with this particular apartment <br />building variance was the number of parking spaces and adequate emergency <br />access. Also, they felt in the winter months there would be a problem with <br />snow removal. Al Stefanson stated in a letter dated January 25th to Planner <br />Carl Dale in Section 9, R-!t, he felt they were in line with present Ordinance <br />6!~ and the proposed amendment to Ordinance 6l~. Also, the proposed building <br />faces a busy street with no other housing in the area. Harold Nilsen agreed <br />and stated the apartment is well-screened and landscaped. He also suggested <br />that the Council should contact Ramsey County regarding extension of the <br />parking on Larpenteur in front of the building. Chairman Stefanson did <br />note that there should be no parking within ten feet of the building in <br />Ordinance 6!~ and the architect should be informed of that requirement. <br />Phil Chenoweth asked if the proposed apartment met all the regirements of <br />Ordinance 64, how could the Dlanning Commission turn down their variance <br />request. Council Liaison Larson felt the moratorium superceded the variance <br />request.
