MINUTES <br />PLANNING COA~UIISSION MEETING <br />NOVEMBER 8, 1982 <br />PAGE 2 <br />The suggested minimum fees for Ordinance #191 were discussed. Council ORDINANCE <br />Liaison Larson advised that these fees were suggested minimum fees so #191 <br />that money would be available up-front. Jim Bourquin made a motion, <br />seconded by Harold Nilsen, recommending that Council consider that the <br />fees and the appropriate estimated costs up-front be included with the <br />application plus estimated cost for engineering, administrative and legal <br />fees. Motion carried unanimously. <br />Council Liaison Larson informed the Planning Commission on the following COUNCIL <br />items: LIAISON <br />CARSON <br />(1) Ed Hasilet called City Ha11 regarding building a 100 unit <br />building on Coffman and Larpenteur and wanted t o know <br />what was needed to be done to begin the planning process. <br />He advised that half the parking would be indoor and half <br />outdoor. Council Liaison Larson questioned whether the <br />land would be taxable and would it involve more rescue calls, <br />(2) Hoffman Oil has never appeared before the Council. They <br />have been contacted both by letter and phone requesting their <br />appearance before the Council. They are now selling all types <br />of grocery items without a license and the sheriff was asked <br />to serve a citation on them. <br />(3) The Tatum "ditch" is having problems with rushing and standing <br />water. The City Engineer will hold an information meeting for <br />the concerned parties. <br />(!~) The City is being sued on the street improvement project on <br />Albert and Pascal. Council could not prove benefit to the <br />people west of Arona and felt they should not be assessed. <br />The citizens being assessed disagreed and felt they should <br />also be included. <br />A discussion ensued on the new Zoning Ordinance and whether Carl Dale's ZONING <br />proposal should be used or the present Ordinance retained and updated. ORDINANCE <br />It was the consensus of opinion that the Commission members look over UPDATES <br />Ordinance 6!~ before the next meeting (December 6) and return with their <br />suggestions. <br />Jim Bourquin moved, seconded by Phil Chenoweth that the meeting be adjourned <br />at 9:30 P.M.
