• MII~~iJTES <br />PLANNING COArf~iISSION I~~IEETING <br />DECEh~ER 6, 1982 <br />The Planning Commission was called to order at 7:30 P.M. by Chairman <br />Al Stefanson. <br />Stefanson, Blomberg, Wallin, Bourquin, Nilsen, Olson and Chenoweth. <br />Also present was Council Liaison Larson. <br />V~`aldo and Mead. <br />The November 8, 1982 Minutes were discussed. There being no corrections <br />or deletions, Erma Olson maned, seconded by Harold Nilsen, that the <br />November 8th Minutes be approved as presented. Motion carried <br />unanimously. <br />The variance request from Grace Lai on Lot lli, Block 1, Labalestra Park <br />was discussed. Al Stefanson reviewed the background information on her <br />previous requests for a variance. He then questioned Council's passage <br />of an amendment to Ordinance 6!~ concerning the requirement of 2-1/2 <br />parking spaces without consulting the Planning Commission. It is <br />specifically stated in Section 8 of Ordinance 177, passed November 25, <br />• 1980, which took effect January 1, 1981, that action of this nature <br />should first be approved by the Planning Commission. Council Liaison <br />Larson stated the amendment to Ordinance 6!t was drafted by the City's <br />Attorney. Phil Chenoweth felt the reason behind the approval of the <br />Ordinance was to remove the moratorium on multiple dwellings. <br />James A. Hiltz of Graphic Designs Architects stated that the basic <br />design of the building had not changed except there would be five units <br />instead of six. It meets the new 2-1/2 car parking requirement with <br />covered parking for five cars for a total of 13 parking spaces. The <br />variances are as follows; Ten feet to the minimum of lot width of 90' <br />and a Two Foot variance to side lot line. Snow will be either removed <br />or piled along the west lot line. Each unit will be approximately <br />1,200 square feet in size. Harold Nilsen stated he would like the <br />two hour parking extended t o the west property line and the bus stop <br />moved from the east side of Tatum to the west side. Phil Chenoweth moved, <br />seconded by Erma Olson, that the variance request be approved. Motion <br />carried unanimously. <br />The proposed re-zoning of the business district was discussed. Chairman <br />Stefanson made a comparison of the current zoning against what was <br />proposed by Planner Carl Dale and recommended the following: <br />A.
