• MINUTES <br />PLANNING COMMISSION MEETING <br />AUGUST 8, 1983 <br />The Planning Commission meeting was called to order at ?s35 P.M. by <br />Chairman Al Stefanson. <br />Stefanson, Nilsen, Wallin, Geistfeld and Olson. Also gresent was <br />Council Liaison Ciernia. <br />Mead, Chenoweth, Bourquin and Brown. <br />The July 11th Minutes were discussed. There being no corrections <br />or deletions, Harold Nilsen moved, seconded by Jerry Wallin, that <br />the July 11, 1983 Minutes be approved as presented. Motion carried <br />unanimously. <br />A variance request from Tom Ma3erus, 1.27 West Iowa, to construct a <br />garage one foot from the east lot line and to alley line on alley side <br />was presented. Mr. Art Ma3erus intents to construct a garage 2~,~x 2I~~ <br />in size with his driveway facing west. Erma Olson moved, seconded by <br />Jerry Wallin, that the variance request be approved since it is in <br />conformity with the other garages in the Northome area. Motion carried <br />unanimously, <br />• Paul L. Baehr, 171tb Holton, requested a variance on the south side of <br />his property to place a driveway as close to his south property line <br />as possible. Mr. Baehr was not in attendance. Chairman Stefanson <br />reviewed the August 12, 1981 Council Minutes of action taken on Mr. <br />Baehr~s previous variance request since clear title could not be <br />established at that time. Erma Olson stated that a variance should <br />be granted only when hardship is demonstrated, which has not been shown. <br />Since Mr. Baehr was not in attendance, the variance request was deferred. <br />A request from B & J Floral, 1875 W. Larpenteur, to remove a shed and <br />move in a garage in the back of the greenhouse was discussed. No one <br />was in attendance. Erma Olson felt that the request could not be <br />considered at this time since B & J Floral does not hold actual title <br />to the property, The variance request should contain the name of the <br />purchaser of the property as well as the title holder. Jerry Wallin <br />agreed and felt the matter should be referred to the City Attorney <br />for clarification. Harold Nilsen felt the screening issue (some type <br />of fencing) should also be addressed. Councilmember Ciernia concurred <br />and will raise the issues at the next Council meeting. <br />John Uban of Dahlgren Associates reviewed the current status of the <br />Larpentsur/Spelling area. He presented aerial photographs of the entire <br />area as well as enlargements of the immediate area. Preliminary <br />data gathered indicated: (1) the area is surrounded by a lot of open <br />space, which indicates a small population per acre; (2) Como Park <br />has been working to revitalize its area but the park does not create <br />other uses and the University of Minnesota and the State Fairgrounds <br />are seasonal uses; (3) The area has a lot of competition with Rosedale <br />and Har Mar; and (lt) the area does not have good vehicular and pedestrian <br />
